And FYI, you can quickly and easily tell if a drive is using BitLocker (on another encryption scheme) by looking for a lock icon near the drive. If no lock icons appear, the drive(s) aren't encrypted (BitLocker).

You can also check the BitLocker control panel under Control Panel for drive status (BitLocker on or off)

Forget Rufus or any other 3rd party utilities. You don't need any 3rd party utils at all for a clean install on unsupported hardware.

Please be aware that installing Windows without a TPM or secure boot and / or with an unsupported CPU puts you in a technically unsupported state. However, I have had 100% success with this so far, including a 12 year old computer that is running Win 11 flawlessly.

Here then are the steps to install Windows on even unsupported systems:

1) Create your Windows install media (a flash drive / thumb drive) as usual. If you need help doing this, let me know and I can provide more detail.

2) Copy the following lines to a text file, name the file "bypass.bat", and place it on the root of your thumb drive:


3) Assuming that you are running Windows 10 now, let's export all your current drivers so that you can reinstall them all with a single command after you install Windows 11. To do so, run the command below. Note: I am using E: in this example as the drive letter for your Windows installation thumb drive. Change E: to the correct drive letter. This will save all your drivers to the thumb drive that has your Windows installation media on it. If you have very little space on your thumb drive you can put it it on any other HD or thumb drive as well. You don't have to export your drivers to the installtion thumb drive.


Note that this process may take a while. Be patient and allow it to finish.

4) Reboot the system from your thumb drive and allow Windows setup to start running. Once you reach the first static screen (the first screen where Windows setup is solicitating a response from you), stop! Don't respond to the information being requested yet. Instead, press SHIFT + F10 at this time. This will open a command prompt.

5) At the command prompt, type the following:


look for the file named "bypass.bat". If it says "File not found", repeat the same two commands but with the next drive letter. For example:


Repeat this process, going to the next drive letter until you find the drive letter with the bypass.bat file.

Once you have found the correct drive letter, run this command:


Close the command prompt and continue with the installation as normal. It will not matter if you don't have a TPM, if secure boot is not enabled, or if you don't have a supported CPU.

NOTE: The batch file you just ran does NOT modify the Windows installation in any way. It affects ONLY the registry of Windows PE loaded in memory used to setup Windows which will be deleted upon the first reboot.

After Windows is installed, open an elevated command prompt. Change to the drive letter of your thumb drive (or wherever you exported your drivers to to) and change to the folder where you saved those drivers. For example:


Run this command:


This will reinstall all your drivers. Be patient! This can take several minutes. Please also note that the screen may temporarily go blank when the display driver is being installed.

When done, reboot the system.

That's it. You should now have a clean installation of Windows, with all your drivers installed.

More research: I found more info on the HP system you are running. There is no TPM support, so the method I outlined above is definitely the way to go as this would be a technically completely unsupported system for Windows 11.

Dru2 .... my humble apology for the bold type, i haven't figured out how to stop that while copying a person's name when typing a message to them !
hsehestedt ... i will try your method as soon as i get it up & running after the reset !

Thanks to both you for the help ! This is a lot different than Malware Removal which is all i have done on a computer for 20 yrs. So bare with me on some things !!

Ok .... computer is reset & running !
Dru2 .... there is no Bitlocker on this Windows 10 Home edition as i found that out !
Windows 10 Home doesn't include BitLocker, but you can still protect your files using "device encryption."!

glasskuter & Dru2 ..... as i said before everything i have tried and nothing gets me into the "startup menu" so i can not change the "on or off" to disable or enable TPM and Secure Boot. So i am off to try hsehestedt directions to install W11 ! Thanks to all who helped !

Well, that's one less item to have to worry about.

That said, I agree with hsehestedt about "forcing" Windows 11 on unsupported hardware. And though some have found workarounds, understand the further 11 moves along the more and more chances those machines will become a liability. Would also agree you shouldn't need RUFUS as well, but since you're trying to install on an unsupported machine, well...

As for your "can't enter the BIOS" issue, I've no clue what's going on there. That sounds extremely odd to me.

When you boot from your Windows installation flash drive, Windows PE is loaded into memory. Windows PE is used perform the actual Windows installation. Windows setup will check to make sure that your system meets the requirements to install Windows 11. These requirements include:

Supported CPU
Secure Boot
TPM
Amount of RAM
Amount of storage space

The commands in the batch file (in step 2) simply set registry entries to tell Windows setup NOT to require adherence to those requirements. As noted earlier, these commands ONLY affect the registry for Windows PE loaded into memory. It makes no changes whatsoever to the actual Windows install. As soon as setup reboots for the first time, this will be cleared from memory and is no longer required at that point.

NOTE: If you want to test this, follow all the steps that I outlined but don't run the batch file. After you get a few screens into Windows setup you will probably get a message saying that you cannot install Windows because you don't meet minimum system requirements. Now, reboot and run setup again, but this time run the batch file as I outline. This time will get past the screen that tells you that you cannot install Windows and Windows should install successfully.

A further note about those registry entries:

Bear in mind that these registry entries are Microsoft provided entries (obviously, since Windows recognizes them and knows what to do with them). While you are technically running in an unsupported configuration, Microsoft has made these concessions available to enthusiasts for a reason. Draw your own conclusions from this information

hsehestedt ....... don't i still need to boot into the flash drive which i cannot get into the boot option ?? No matter which key i try it just won't take me into it ! I get the Boot menu by pressing the esc but all it does is show me is the menu ! No keys will open up ? So how am i supposed to boot to my flash drive ??

Stopping for the day before i go bat shet crazy ! I appreciate all the help from Dru2 & hsehestedt ! And everyone who offered their 2cents !

On the keys not working to get into the Startup Menu, do you have an F Lock key on the keyboard? It'd likely be next to the Print button on the keyboard. It may be toggled so the F1 through F12 Function keys are not performing their standard functions.

HP machines can be a real PAIN to boot into USB sticks -- as I used one a couple of years ago that made that almost impossible. I had to end up holding down the Esc or F10 key until the PC started beeping, and starting that before I pressed the power button.

But let's go back to the beginning -- where you said you used RUFUS to make an ISO. Really? My use of RUFUS has been to make bootable media FROM an existing ISO file, not to make an ISO file. Plus, when you make bootable media with RUFUS, you generally have two booting options -- Legacy and UEFI -- and you need to choose the one that is compatible with the boot option on your PC.

So, if your PC is a recent one and boots using UEFI, then the Windows media also needs to be bootable using UEFI or it will not work and might not even be seen. Why?

Because newer HP PCs have Secure Boot enabled in the Security section of the UEFI settings. And with that enabled, your PC will not even "see" a USB stick, regardless of how it is formatted.

Unless you can get into the UEFI Security section to check that and, if necessary, disable it, I see no way to continue with your booting experiment.

Also, it sounds like you might have used a "standard" MS download for the Win11 media and if that is the case, that media will NOT install on incompatible hardware -- not without a LOT of work. Simply booting it is not going to work.

On your HP laptop. Reboot, hit Enter when the splash screen shows up, then hit F10 to see what happens. "maybe" this will get you into the BIOS.

Dru ..... i have tried the F1 F2 F9 F10 F11 keys on startup and nada nothing !! I have tried holding them down & tapping them also but it just won't go into the boot section ! If i hold the ESC it will show me the Boot Menu and that is all !!

Mark Phelps i use the download file that Rufus downloaded for me !! No this is an old computer about 10 yr.s old.

A temporary workaround may be to plug in a USB keyboard and maybe that will work.

My HP laptop and Desktop AIO PC's have a fn key between the ctrl and Windows key, but I never have to use them when selecting the F9 or F10 from the BIOS screen. Hope you have tried all various combinations of shift-F10, fn-F10, alt-F10, and ctrl-F10.

Did you shut down, then start up? If so, and if fast startup is enabled in Windows (it is by default) then the bios can skip the screen where those keys can be pressed. On many PCs you can only enter the bios from a full start up from cold, resuming from hibernation will skip that stage, and fast startup is a form of hibernation.

Select Restart from the power button, not Shut down, then try the F key as soon as it starts up. Restart is always a full start up from cold.
