HP i7 9700 Z2 G4 - need advice

Well, as usual, important notes.
then it is better to look for a 8700 processor because it is 65 watts.
There is absolutely no need to use headphones; my computer doesn't make any noise at all and its temperature doesn't exceed 40 during use.
The problem only occurs when when i run Windows update or when using the antivirus to scan for viruses; it makes noise and the temperature rises in the final stage of research and cleaning.
the noise is coming from the fan
When the computer's temperature rises to 95c , is there any danger?

SIW2 ... Yes, you are absolutely right.
My processor is 65 watts and not 95 watts.
The question is, will a 95-watt processor exacerbate the problem or solve it?

95w will probabaly make it worse

airflow is not great in SFF cases usually. The very small USFF machines tend to have T cpu. But they are less powerful

The i7-9700T runs at only 2ghz and boosts to 4.3ghz

saw a video where the poster printed a new top cover for the SFF case with lots of holes in it instead of the original top which had no ventilation.

I didn't go to any store; i was sick, but i tested an old computer that i had stored away.
The old computer had an i5 6400 processor, and i upgraded it to an i7 2600 95w . the computer is small from factor >>> the same as my computer
I tested both Windows 10 and 11 and did a scan with the antivirus and windows updates, i didn't hear any sound from the computer; it just heated up from 35 to 60c
I have now confirmed after this test that my computer's problem is related to the ninth generation processor.
I will look for a used 8700K processor and will try it.

Certainly, i will inform you of any updates, but this matter depends on my obtaining the processor, and I hope to find it quickly.

What is the logical explanation for this problem? An old computer works without issues, makes no noise, and its temperature doesn't reach 90c when using the antivirus and updates , while the new computer makes noise and its temperature rises to 90c when using the antivirus and updates.
the old computer small from factor i7 2600 ... 95w
the new computer small from factor i7 9700 ... 65w

My HP i7-9700 is 95W.

As mentioned, it runs cool and quiet.

Is the fan working noisy?

I have run many HP i5-8600/i7-9700 DM computers. it's unlikely an issue on CPU paste. possible issues as you have got it over three years.
  1. CPU fan.
  2. motherboard.
my HP i7-9700 DM has two fans. one over CPU. another over SSD. it works in room temperature. your 85 is abnormal high to me.
