I uninstalled an application and left a shortcut on the desktop and when I tried to move it to the trash I get:

Open file explorer-right click on desktop and select properties. What is the location in the location box? I believe you will find that you have moved your desktop location to onedrive which is not a good idea at all. In fact I'll bet you moved your entire user folder to one drive which is an even worse idea.

It went away when I deleted something related to the app that was in the Downloads folder. It's not in the recycling bin. @glasskuter You were right, Desktop is in Onedrive:

Before we deal with it go to c:\users right click on your user name and select properties. What is the location?

No not security. The location of your users folder is on the general tab. I just want to make sure beyond a doubt it says C:\users.

It appears you have moved desktop, documents, and pictures folders to onedrive. Syncing or backing up folders and moving folders are very different things. Once a folder is moved, if you lose internet access, you do not have access to it.

Use this article to restore whichever of these folders you want back to it's default location of c:\users\your-user-account-name. Scroll down in the article to where it says "You can always revert the process if you change your mind using the following steps:" Perform that action for each folder you choose. How to sync your Windows 10 Desktop, Documents, and more to OneDrive

Then, if you want to backup the folder(s) to onedrive, open onedrive settings, backup tab.

I do. Microsoft decided you MUST use OneDrive and set it up by default, as it is wont to do for lots of unsuspecting users.

Do you want to use OneDrive? If not, recover your data that OneDrive has stolen without telling you, and then uninstall OneDrive. Despite what Microsoft thinks, the sun doesn't shine out of OneDrive's port hole and it's not a can't-do-without necessity for Windows.

If you ever decide you want it, you can always re-install it.

I've never seen this behavior. The default one drive settings (unless the user changes it) are to BACKUP desktop, documents, and photos, but I've never seen it move the default location before.
If one doesn't want to use onedrive, it's best to unlink it. The reason is if you don't, the next feature update will just reinstall it again. Turn off, disable, or uninstall OneDrive
