When I go to c: program files/windowsapps or windowsapps tmp....
You don't currently have access to this folder. Below is an admin icon button "continue". Click button:
You have been denied permission to access this folder. to gain access you will need to use the Security Tab
Security tab/advanced -- unable to display current owner
Under advanced/security tab, the only listing with full privelege is System.
Even though the security tab was unable to show the owner I tried to change it but this backfired as well or was blocked.

I am trying to uninstall leftover files and folders from installing a Razer Mouse which I later uninstalled with Revo and am not using. Revo noted at the end of the uninstall that there were leftovers that would be uninstalled on reboot but apparently that didn't happen. I want to install a new Razer mouse and therefore want to delete any leftover files. Did a search using Everything and found several folders and a few files in Program Files/WindowsApps and WindowsApps tmp.

I'm very confused. Control Panel/User Accounts shows one account:
my name
my outlook.com email address (under which I named the computer and registered the OEM windows)
Administrator
Password Protected

The security tab where I tried to change Owner has many entries. The only Admin entry is Administrators (my outlook email address). It is plural whereas the actual user/Administror is singular.
I'm the only user and I am the Administrator. Nevertheless I can't own some of the files and folders on my computer!
Would greatly appreciate some direction as to how to delete these files and folders. I'd also love to understand why and how I got into this. Is there a way to avoid it - is there something I don't understand?
Thanks very much

More than likely, anything left over will be put back again with the new drivers (It’s all Razer)
I think you’re going to this trouble for no reason.

Install the new drivers.

Most likely the owner is TrustedInstaller. Change owner to Administrators (the group), and make sure this is done for all subfolders and files. Then you can change access rights and give Administrators (the group) full access to all folders and files (check all boxes). Then you should be able to browse the folders, but delete any leftovers at your own risk. As already said, the new Razer application most likely will overwrite them, so you don't have to worry.

By design.

You don’t need to, unless it’s an OCD thing, then I can’t compete, but I get it.

I'd also love to understand why and how I got into this. Is there a way to avoid it - is there something I don't understand?

Yes, you don’t understand:
- Some settings in Windows are by design, like the ones you’re facing.
- The drivers & folders you are removing are going to be put back again when you install the latest drivers (or Synapse?).

I have a feeling it’s one Razer Synapse setup fits all.

    Still assembled, still runs. Haven't turned it on for 15 years?
WindowsApps (and other folders) require TrustedInstaller access. Do not mess with the permissions of those folders. That's asking for trouble.

If you really must access them (and usually you don't) use a tool such as PowerRun, AdvancedRun, or my Right-click Tools to give yourself TrustedInstaller access. But note that, even with TrustedInstaller access, some files in WindowsApps still cannot be deleted as they are further locked down with a PPL-Windows trust label.

Increased security = reduced convenience.

Since TrustedInstaller belongs to the Administrators group, there is no issue changing the owner to the Administrators group. Unless of course you start deleting stuff without knowing what you are doing.

Did a search using Everything and found several folders and a few files in Program Files/WindowsApps

Those are "protected" Microsoft Store files. Doesn't matter if you're Admin - since it's owned by TrustedInstaller - limiting specific files and folders - while meant to protect users from their own ignorance. Like deleting system32 folder (a meme - based on actual Windows users who did just that - only to realize their system can't boot anymore) - or delete files from Windows Apps - which impacts both Microsoft Store and system stability (since that's a core and rather sensitive part of Windows). Fixing the damage afterwards is rather complex - at that point it's simpler (less head aches) - to do a Windows Repair/Reinstall. That being said - their still ways to forcefully damage Windows, but it takes a lot of extra steps.

Code:
takeown /F "C:\Program Files\WindowsApps" /A /R /D Y
icacls "C:\Program Files\WindowsApps" /grant Administrators:F /T
There's also workaround - like using a third-party win files explorer - like the one that comes with 7Zip (while ran as Admin) - and you can browser and delete even some protected files. Revo Uninstaller - is not the best option for 3rd party Windows Apps, PowerShell is (which is what Revo is using - but not fully). With PowerShell ran as Admin, something life the folowing commands - should have worked better:

Code:
Get-Service | Where-Object {$_.Name -like "Razer*"} | Stop-Service -Force
Code:
Get-AppxPackage -AllUsers | Where-Object {
$_.Name -like "*Razer*"
} | Select Name, PackageFullName

Code:
Get-AppxPackage -AllUsers | Where-Object {
    $_.Name -like "*Razer*"
} | Remove-AppxPackage -AllUsers

Code:
Get-AppxProvisionedPackage -Online | Where-Object {
$_.DisplayName -like "*Razer*"

Since TrustedInstaller belongs to the Administrators group, there is no issue changing the owner to the Administrators group. Unless of course you start deleting stuff without knowing what you are doing.
Pretty sure you're wrong on this count, TrustedInstaller is not the same as Administrator. With Windows 10 I saw this play out and rendered the system unbootable.

Here's a Google Search on the question.

will you damage windows if you change ownership from TrustedInstaller to Administrators

Multiple references, including direct from Microsoft seem to conflict with your opinion. I'll refrain from doing that particular operation. ;-)

AI Overview
Yes, changing ownership of core Windows folders from
TrustedInstaller to Administrators can severely damage your Windows installation, potentially making it unstable, preventing updates, and even rendering it unbootable, because TrustedInstaller (Windows Module Installer) protects vital system files, and removing that protection is a major security risk. It's strongly recommended to avoid this; instead, use elevated tools (like running a command prompt as TrustedInstaller) or grant specific permissions if you need to modify a file, rather than taking ownership.

And, right here, an example of crashing and burning after doing just that!

Code:
Get-AppxPackage -AllUsers | Where-Object {
$_.Name -like "*Razer*"
} | Select Name, PackageFullName

Code:
Get-AppxPackage -AllUsers | Where-Object {
    $_.Name -like "*Razer*"
} | Remove-AppxPackage -AllUsers

Code:
Get-AppxProvisionedPackage -Online | Where-Object {
$_.DisplayName -like "*Razer*"
} | Remove-AppxProvisionedPackage -Online

Code:
$paths = @(
"$env:LOCALAPPDATA\Razer",
"$env:APPDATA\Razer",
"C:\ProgramData\Razer"
)

$paths | ForEach-Object {
if (Test-Path $_) { Remove-Item $_ -Recurse -Force }
}
I remember a small utility called ERD Explorer in good old Digiwiz MiniPE that could access any folder irrespective of access rights. Of course if you don't know what you are doing is asking for trouble.

No need to do anything complex to ruin Windows (all versions from 95 to 11). Just rename or delete the file C:\Windows\System32\shell32.dll That's it! Until you restore the file, somehow using Linux or WinPE, Windows will never boot again.

Thank you one and all! The clear consensus was that I should leave the files alone - don't change ownership....don't mess with them. And all said that I should just install a fresh copy of Razer Synapse software....Razer would take care of all needed and un-needed files. I went ahead and re-installed a fresh copy of Synapse. Razer told me it would remove any old copies and installed without a hitch.
I'm happily using my new Razer Basilisk Pro and it's working perfectly. Thanks again
