Installation failed in the SAFE_OS phase with an error during BOOT operation - updating to Windows 11 from Windows 10 on unsupported CPU/without TPM

Hello,

I am having problems upgrading my Windows 10 machine to Windows 11.

I've done the registry tweaks to get past the unsupported system messages, however after the reboot I get greeted with Windows 11 logo and then black screen - no cursor, nothing.

After I reboot from that - I'm booted back into Windows 10 and I get error saying "Installation failed in the SAFE_OS phase with an error during BOOT operation" - error code 0xC1900101-0x20017.

I have safe boot disabled and running encrypted system partition using VeraCrypt - so the only way for me to upgrade is directly from Windows 10.

From what I've read - this is most likely related to some drivers I have installed, but I am unable to identify what's the actual problem.

If possible uninstall any of these non-Microsoft software:

a) antivirus

b) firewall


c) drive encryption








Then perform an in place upgrade repair in clean boot.


For any failure after all of the above steps post new logs:

Check the PC manufacturer for any BIOS updates. That error message can also point to a need for a BIOS update.

Thank you guys for your input.

I've managed to get forward into the update progress.

I decrypted my system volume with VeraCrypt - that got rid of the SAFE_OS/BOOT problem.

Now, when I tried going into safe mode - I was presented with black screen. Nothing would work. Turns out, apperantly X99 implementation of VT-d can cause issues with this. Disabling it allowed me to enter safe mode and remove ESET.

The update progressed fine till 48% mark when it simply freezed.

I've rebooted, ran SetupDiag and it looks like the problem is chipset drivers now.

Recommend you update the driver package or remove the device and drivers, and try again.

I'll try looking around for newer chipset drivers for my motherboard, in meanwhile, I would appreciate your input on this issue.

You could try upgrading offline using the media creation tool, once downloaded disconnect from the internet & when asked, choose not to download updates.

I've updated the chipset drivers manually. I had another error related to Intel Watchdog Timer Driver, so I've updated that manually as well.

I have successfully updated my Windows 10 machine to Windows 11 that way.

Hopefully this thread will help someone.

Please modify the roll back settings so that you have 60 days to test drive.

Open administrative command prompt and type or copy and paste:
DISM /Online /Get-OSUninstallWindow
