Solved Internet capped to 1mb

Can a device connected to a router somehow make the router limit the speed to exactly 10% of the speed I am supposed to get or the problem is the isp
No settings are changed the router

For some time I had a strange problem with the router they give me that was loosing connection at a random times for few seconds
When I connect my own router(it's very old)I was getting 50% of the expected speed and the speed was getting capped to 1mb at random again but the random connection loss problem was gone

Yesterday I call the isp and then change the router to a much better one and for few hours there was no problem and then suddenly I lost internet
Restarting the router did not change anything and then I replace the lan cable coming from wall to the router with the one that came with the router
Since then I did not had any connection loss problems but today I get the speed cap problem again which is fixed by restarting the router
I tried connecting the pc with the cable(router=>pc)before restarting the router but the speed was the same as the speed I have over wifi(capped)

Do you use Hyper-V?

Is you DL & UL speed both affected?
I had this problem w/ my UL speed but the DL speed not.
It turned out w/ the eero Pro 7 router the MoCA adapter needed replacement.

both the dl and ul are affected and currently I have the low speed problem again
It is supposed to be 10 times this and it is temporary fixed when I restart the router(there is no other device,the router is connected to the wall)

When I get that speed,all devices(3 wifi are affected,including the lan connection)

While testing only one device is connected to the router

Yes but two android phones are giving me the same result

What finally did the trick for me was shutting down & unplugging the PC, MoCA , eero & ONT (outside unplugged too) for 1 hour then plugging everything back in, watched lights light-up & left all alone for the night until the next AM.
The ONT is where the FiOS connects to my house.
Resetting or whatever its called worked.

How is that 10% since you're talking Verizon FiOS? Their slowest tier is 300Mbps! If you're only getting 100Mbps after you "fixed" it, something appears to be amiss!
