I have been thinking about this and sporadically trying to solve this annoyance since W10 but no real progress.
Annoyance:
Prologue .
Using 2 or 3 monitors most of the time.
Problem
Under certain conditions like "Duplicate displays" "Show only on 1" (display) and even hard disconnecting others, there is a hard border on 3 sides, Top, bottom and left side of screen but not on right side. Cursor, part of a window or even whole window can disappear past right border . Cursor comes back, partially displaced windows can be dragged back but if by some accident a window maximizes out of main display into this phantom display and stay there until I go thru elaborate maneuvers like connecting or enabling another monitor to return window to it's rightful place on default, 1st display. In some instances I had to reinstall a program because it kept on opening in a phantom display.

I have one monitor, and one TV. both are physically hooked to my RTX 2070 vid card.
Sometimes on Win10/11, an ad that pops up in it's own browser window, will appear half on my monitor,
and half off the right side towards my TV.
Even though I see it half off the screen to the right, it's really right "behind" my browser, at the same time.

This can happen even with the TV turned OFF, and disabled as a 2nd display in Nvidia Control panel.
Kind of makes me think this is an unsolved Windows issue.

I HAD another problem, which was solved by choosing different connectors on my vid card.
The TV has to be connected to the HDMI on the vid card, because the TV only has HDMI (RED dot).

IF I hook my DELL monitor to either of the connectors with BLUE dots, the BIOS splash screen would appear only on the TV.
Even if the TV was turned OFF and disabled in Nvidia Control panel.
Once I got to the Lock screen (password screen), I then had the Windows images on the DELL monitor.

I could ONLY get both the BIOS splash screen and the Windows screens, on the DELL if I hooked the DELL to
the connector shown with the GREEN dot.

Lastly, when I'm watching a movie (VLC Media Player) on the TV... I have to exit VLC while it's still on the TV screen,
if I want it to appear there, the next time I use it. If I disable the TV via Nvidia Control Panel without first exiting
VLC Media Player... the next time I run it, VLC will show up on the DELL.


I dunno if any of this will help, but you might try playing around with which connector you use for the 2nd display.
Also might want to key an eye on, which screen programs are on when you exit them.

Nope, same thing.

Thanks but that's not same as my problem, I can use any port in my Rx 570 GPU (2xDVI, 1x HDMI. 1x Mini display port), BIOS shows with all of them. Main monitor has 2xHDMI and 1xVGA. Always connected ti HDMI 1. This must be some Windows quirk.

The other thing I just remembered to add above... is to keep track of which monitor a program is on, when you exit the program.
You can also (I think) choose which edge of your screen, is the "soft" edge.
That changes depending on where you position the 2nd monitor in the control panel.
I assume you can do similar in the Catalyst Control center.

I can click and drag, monitor two and drop it above, below, to the right or to the left of monitor one.
Whatever location I leave monitor two in, will be the "soft" edge of monitor one.

I'm probably not being clear.
Whichever monitor a program is on when you exit that program... is which monitor it will appear on, the next time you run the program. So it's easy, sometimes, to lose a program on another monitor, even if it's... OFF.

To get it back to the main screen, you have to turn the other screen ON, and drag the program back to the main screen.

Cursor comes back, partially displaced windows can be dragged back but if by some accident a window maximizes out of main display into this phantom display and stay there until I go thru elaborate maneuvers like connecting or enabling another monitor to return window to it's rightful place on default, 1st display. In some instances I had to reinstall a program because it kept on opening in a phantom display.

One key thing to check - can that border be seen when you take a full screen screenshot using your favorite ss app?

I remember something like that on the older system with a GTX 970 happening now and again, also, and I tried to get help - but when I took ss, I noticed they were not there, only on the monitors screens (physically) themselves.

I have one monitor, and one TV. both are physically hooked to my RTX 2070 vid card.
Sometimes on Win10/11, an ad that pops up in it's own browser window, will appear half on my monitor,
and half off the right side towards my TV.
Even though I see it half off the screen to the right, it's really right "behind" my browser, at the same time.

This can happen even with the TV turned OFF, and disabled as a 2nd display in Nvidia Control panel.
Kind of makes me think this is an unsolved Windows issue.

I HAD another problem, which was solved by choosing different connectors on my vid card.
The TV has to be connected to the HDMI on the vid card, because the TV only has HDMI (RED dot).

IF I hook my DELL monitor to either of the connectors with BLUE dots, the BIOS splash screen would appear only on the TV.
Even if the TV was turned OFF and disabled in Nvidia Control panel.
Once I got to the Lock screen (password screen), I then had the Windows images on the DELL monitor.

I could ONLY get both the BIOS splash screen and the Windows screens, on the DELL if I hooked the DELL to
the connector shown with the GREEN dot.

Lastly, when I'm watching a movie (VLC Media Player) on the TV... I have to exit VLC while it's still on the TV screen,
if I want it to appear there, the next time I use it. If I disable the TV via Nvidia Control Panel without first exiting
VLC Media Player... the next time I run it, VLC will show up on the DELL.


I dunno if any of this will help, but you might try playing around with which connector you use for the 2nd display.
Also might want to key an eye on, which screen programs are on when you exit them.
What TV do you have connected to your card (brand and model)? I have a theory what is possibly causing the problem but I want to check first if your TV has that feature.

I have been thinking about this and sporadically trying to solve this annoyance since W10 but no real progress.
Annoyance:
Prologue .
Using 2 or 3 monitors most of the time.
Problem
Under certain conditions like "Duplicate displays" "Show only on 1" (display) and even hard disconnecting others, there is a hard border on 3 sides, Top, bottom and left side of screen but not on right side. Cursor, part of a window or even whole window can disappear past right border . Have you looked in to screen scaling? or manually resizing the screen? adjusting screen position?

I looked it up and this is what I am looking for. This could be the culprit. CEC allows your TV to control your PC and vice-versa.

You're probably right. I think just having the HDMI plugged into the TV and the vid card, lets the TV override certain things.

In the past I had HDMI to the TV and DVI -Dual Link from a GTX 780 Ti vid card to the DELL monitor... and the TV couldn't override.
Everything just functioned normally... like it had for... years.
When I got the RTX 2070 (3x DP and 1x HDMI) is when the weirdness started.

Back in 2020, I was talking to EVGA Premium Tech support, and they were talking about HDMI programmed (firmware), to override certain things. I got the impression that there wasn't anything I could do about it. :/

They were the ones that suggested I try ALL the DP connectors.
