Maybe QTTabbar's jump lists have some kind of "always on top" setting?

It shouldn’t matter.
Fences can look however you like. Highly adaptable. Double click on the desktop and you wont see it anymore, hides everything on your desktop, Fences or otherwise, which is a great tweak.

It's a variation of a dynamic front end overlay, kind of like the Windows 10 volume OSD was.

Then at a guess, QTTabBar's settings are somehow interfering with Fences rules.
I may of read somewhere that the two can play dirty.

I have a suspicion that the Fences' Vanish thing mimics your desktop wallpaper and creates a front end screen that QT can sense through...

I thought Fences utilised a reg setting that is already available to hide desktop icons in Windows.
I suppose trying the settings below would tell (if Fences is still visible without the icons)

I can’t really look, reinstalling windows.

Naw, it's different..., with Fences disabled Desktop icons on and off is normal.

Best option for now:
I disabled the Vanish thing and set Fence Transparency to 0%(Mouse hover only)

(Gotta jet guys, got a 4am start time..., later!)
