JPEG Image Won't Open - ONLY In Explorer!

If I have a photo on my desktop and double click it it opens in Photos. If I have that same photo in a folder and double click it I get an error message that says:
The Specified Procedure Could Not Be Found.

I have tried a number of solutions and they seem to work for a time and then it reverts to this error state. I find it quite odd that I can open the image on my desktop but not in a folder. Shortcuts that I have in the folder run just fine. What am I missing? Thanks!

If you right click the photo in the folder, do you see an "open with" option there? If so, see if you can select one of the apps that will open it.
By the way, is it ALL photos within ALL folders or just one photo?
If it's all photos within folders, I would suggest your run SFC /scannow from an administrative command prompt to make sure none of your system files are corrupted.

I can "Open With" Photoshop and other apps. When I tell it to always use that app it eventually stops working as well.
It is ALL photos in ALL folders, not just one photo in one folder.
I ran SFC /scannow several times. Once it found and repaired something and then it worked for a bit but reverted to error state.
The other times it found nothing. Thanks for the thoughts.

I would determine if this is a system problem or a user account problem. To do so means using another account for testing.

1. First, copy one of the problem folders onto a flash drive.

2. Either enable the hidden administrator account (admin command prompt type net user administrator /active:yes) OR Make a second user for testing (make it a local account) and give it admin privileges.

3.Log out of your account into the test account and then copy the photo folder into it. See if the problem exists there. If it doesn't, it would point to some corruption within your user account. If that proves to be the case, report back and I can give you the best way to get all your files moved into another account so as to not have any permission problems when using them.

To disable the hidden admin account after testing, using your account open administrative command prompt and type
net user administrator /active:no

If this proves to be a system problem, then a repair install would be the solution.

You need to add some blanks in the dism command -

DISM.exe /Online /Cleanup-image /Restorehealth

DUH! Thanks... I added some blanks in the dism command -

DISM.exe /Online /Cleanup-image /Restorehealth

and ran it. It ran to completion without error. The sfc /scannow also ran to completion without error.
This did not fix the problem. Goodf try!
