You can upgrade with the new official Windows 11 Build 22621.382 ISO file, then update to Build 22621.521 via the KB5017321 MSU file below.

Yeah - I think mine is off how anyway.
Another curious thing:
When I deleted WindowsSelfHost and let windows build a new one, I noticed that it changed the letter H to lower case h, and it was now WindowsSelfhost.
Probably it does not make any difference, but it was strange to see that letter changed. 🤣🤣🤣

I just tried checking for update and the value remained as the default.
In this case, I'm no longer on the R.P. insider channel because I previously deleted WindowsSelfHost

Hi (also @Brink),

I actually did a repair upgrade from RP 22621.521 using iso but declining updates and it installed 22621.382.

I then deleted WindowsSelfHost and FlightSettingsMaxPauseDays, and then checked for updates and it updated to 22621.521 but left pause updates setting as is.

So it seems if you remain Insider, FlightSettingsMaxPauseDays gets set back to 7, but remains deleted if you have deleted WindowsSelfHost.

The main thing is I now have Windows Feedback set to Never.

I was getting so irritated by a daily repeat question "How likely are you to recommend this version of Windows".

I answered once but it keeps coming back - I obviously forgot to give the answer MS want, so they keep asking until I get it right.

In the end, this is all academic as I managed to upgrade from 22000 (non insider) to 22621 with a few apps needing routine updating.

MS - I refuse to clean install - no matter how hard you make it to get to next build, I WILL FIND A WAY to get there with all my apps installled and not be on Insider (for Host OS)!

The message changed today on this box.
When I upgrade on Sept 21 with ISO 22621.382 it worked fine and went up to 22621.521.

Then on Sept 23 trying the exact same upgrade I got this:

Today, Sept 25, things changed again and got this new message below, and "Lean more" points to the next screenshot pretty much useless too to find out why it is blocked. I got a SetupDiag.exe and produced a log, that I attached to the original FBH report, still I could not find out the reason for the safeguard hold. 🤷‍♂️

On Sept 29, MS removed the Safeguard Hold on my machine and W.U. finally could do the upgrade from 22000.1042 to 22621.521.
In my case it was the MS IPP Class driver for the printer that was causing the hold.
