Hey Guys,

After updating to "2025-10 Cumulative Update for Windows 11 Version 24H2 for x64-based Systems (KB5066835) (26100.6899)", the option "Advanced Startup" to access safe mode no longer works.
It does restart and gets to the screen below, but I cannot select any option. It is like the screen is frozen or my keyboard and mouse stopped working.

Obs.: I already ran "SFC/scannow" and "Dism.exe /Online /Cleanup-Image /RestoreHealth".

Can confirm.

I was attempting to access by UEFI bios this morning and on multiple attempts when I got to Advanced Startup and it rebooted, my system locked up.

It's not frozen, actually works "if on a laptop" and using internal keyboard. Only the USB ports (to which a external keyboard/mouse is connected) - don't work. Not sure, but might still work if connected to serial ports (don't have any - so can't check).

No problems for me after updating with this kb, advanced options work.

Edit: It works with keyboard and mouse on USB ports.

My WinRE is bugged as well after Windows Update repair install. Just to test it I used MCT to install 25h2 from Sept. Works fine with Razer mouse/keyboard and a $25 Logitech combo pack mouse and keyboard that use basic MS drivers. After I used MCT to setup the 6899 Iso and clean installed. WinRE is either frozen or messed up USB drivers for MBs as neither the Logitech nor Razer produced work.

I can use MCT installing Windows setup on a USB then use the USB to access a limited Recovery mode. Mice and keyboards work fine but this mode does not have all the WinRE options. I have been using msconfig to get into safe mode to run DDU to remove old GPU drivers. So slight workaround for my needs but all the normal WinRE advanced Startup modes are not accessible

Does anyone know how to revert WinRE to a previous version?

I'm guessing you have a desktop PC but I'll throw out for others if you have a laptop and your mouse and keyboard won't respond on the boot menu your touchpad will still respond as its totally separate and enabled in the bios firmware.

Yah I tried every USB port my MB has. Every change was done in the OS first to get device drivers setup then entering WinRE. A problem on my end is the OS is using MS drivers for all USB devices as per Device Manager. AMD/MSI does not have a separate USB driver setup. So either the AMD chipset is installing USB drivers that are bugged or is relying on MS to install the drivers for the user. Some of the USB controller are using drivers from last month or MS drivers from 2006.

I recently upgraded from 24H2 to 25H2. WinRe would lock up and no mouse or keyboard would work. Been researching this for a few days.
Today I noticed my recovery partition had been relocated from the end of the drive to just before my OS and data partition. Guessing that was done during the upgrade to 25H2 maybe.?

Anyway, now I finally have the WinRe working and accessible with both keyboard and mouse. The final step I did was replace the Recovery Winre with one I retrieved from a recent image backup. I will not mention the the exact steps because this might not work on any other system. But it does work on mine.
A caveat though, I do not know what to expect when further updates or upgrades are offered. Anyone hjave experience with that?

Found an article from Japan that figured it out. Use Google Translate or similar. Totally a MS created issue if this is correct. I know other users commented that they restored WinRE via a previous backup image into the current Oct OS version. They had no issues with their devices. So it seems to track. Also the WinRE update was a "silent" update so not logged by normal means if you find the log in event viewer.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.
