Win Update KB5121767 Windows 11 Out-of-band Update build 26100.8894 (24H2) and 26200.8894 (25H2) - July 18

This out-of-band (OOB) update for Windows 11, version 25H2 and Windows 11, version 24H2 (KB5121767) is cumulative. It includes all improvements from previous security and non-security updates, along with an additional fix.

Improvements

This OOB update includes the following improvement:
  • [System Performance] This update addresses an issue affecting a limited number of devices with an Intel Innovation Platform Framework (Intel IPF) driver that could cause changes in performance, power consumption, or system behavior after installing recent Windows updates. A limited number of Dell devices that were temporarily prevented from receiving the July 2026 security update KB5101650 can now install this OOB update. This OOB update is only recommended for devices affected by this issue. If your device is not affected, no action is required.

    Note
    If you have turned on Get the latest updates as soon as they're available in Windows Update settings (Settings > Windows Update), you will automatically receive this OOB update. If the toggle is off on your device, you can install the update by going to Settings > Windows Update and selecting Download & Install. This OOB update is also available from the Microsoft Update Catalog.

Component updates

MSC must have fixed something with this release. I was having strange momentary hangs before I installed it ever since the previous patch on the 14th. Haven't seen it happen since I installed this update.

Anyway did you make a USB installation media with 26200.8873?
They still have a bug on that one, if you try to hit "Repair my PC" it reboots to the main OS instead of showing the recovery menus.
Same bug on all recent official Microsoft ISO files.
I have to use the UUP dump to work around that bug. 🤞

It shouldn't matter. This is just another cumulative update that just happens to include a fix for the Dell issue. If you don't have an affected Dell PC, then the update can be optional, but won't hurt anything if installed.
It will hurt me! Because it means I'll have to run sfc, do the dism routine, clean things up and do full backups on 3 system drives. But I'll probably do it anyway. ;-)

Try it and see what happens. Boot the installation media and then try "Repair my PC".
It just does not work. 🤷‍♂️

Well about this OOB. While MS declared that this OOB was intended for some Dell products that has issues. "If you are not affected there is no need to download this OOB" Well enough said and done. Despite this my PC downloaded and installed it anyways. I only got the signal to reboot to install this OOB.... OK.....

OK I mentioned earlier that 8875 did not cleaned up 79 packages from the previous update (8737). Well after this 8894 update they were cleaned up. Good. Total packages went down from 265 to 184.

Furthermore I investigated that abnormal long duration of the RestoreHealth performance that was introduced with 8655 because MS made some changes to the CBS engine.... It is still there!

I reported the following to Microsoft and I am still waiting for a solution. Microsoft found it also a strange behaiviour and all they could say was "Let's hope it's fixed with the next update" Well 2 updates later it is still present.....

Well I have since the last comment installed update 26200.8875 and yesterday the OOB update 26200.8894. I noticed that after update 8875 the packages of the old update 8737 packages were not removed. After 8894 they were removed so the total of packages dropped from 265 down to a normal 184 packages.

I checked the behaviour of Restorehealth again and the issue still remains despite SFC and Scanhealth found nothing. After update 8894 I ran Restorehealth for the first time. It downloaded again 254Mb of data. All it found was "CSI FileFlags Corrupt: 7" OK it corrected this issue. A second run show suddenly an unexpected "CSI Payload Corruption: 1" corruption...?? How was this possible after the first run? That should correct those flags and payload corruption in one go. A third run it again downloaded again 254Mb but did not repair anything. The same after a 4th and 5th run.
Looking at the CBS I noticed 1 line which is the cause of the issue. Because the CBS suspects a corruption it went straight into download mode.
That line I have seen to be present in all attempts where it downloaded 254Mb while nothing needed to be repaired:

In the first run it saw a Fileflag corruption, in the second attempt a Payload corruption. But at the 3rd, 4th, 5th attempts nothing. It's only because of this suspicion that it enters the download mode while in the final report it reports no corruption at all. So it spent time to download in the first stage 254Mb in the second stage; 0 bytes for no appeared reason! (Duration of 1st and 2nd stage are the same and prolongate the delay in performance of that RestoreHealth command.) As I said earlier instead of 4 minutes it takes now 14 minutes before RestoreHealth reports: "The restore operation completed successfully." with "no errors"....

So, the issue is not solved with these 2 updates......

three times It's normal even for security updates.
the HP laptop only rebooted once and did it in about 20 seconds the asus took 10 minutes and both were in the same place prior

PC with Fast Startup needs restart to install the package. Shutdown saves the current settings, files, etc. and hibernates. Still a restart is needed to install the package after the PC gets out of hibernation.

Furthermore I investigated that abnormal long duration of the RestoreHealth performance that was introduced with 8655 because MS made some changes to the CBS engine.... It is still there!

Well that a important change was made with 26200.8655 is clearly visible. Normaly if you install the .ISO of Windows 11 v2 build version 26200.8037 an update automatically updates straight to the latest level; 26200.8894....But because of that major change you have to go through 26200.8655 first. After that a next update will install 26200.8894. I think it's time that Microsoft releases Windows 11 .ISO v3 with 26200.8655 as build version in order to skip this extra step..
