Win Update KB5121767 Windows 11 Out-of-band Update build 26100.8894 (24H2) and 26200.8894 (25H2) - July 18

This out-of-band (OOB) update for Windows 11, version 25H2 and Windows 11, version 24H2 (KB5121767) is cumulative. It includes all improvements from previous security and non-security updates, along with an additional fix.

Improvements​

This OOB update includes the following improvement:
  • [System Performance] This update addresses an issue affecting a limited number of devices with an Intel Innovation Platform Framework (Intel IPF) driver that could cause changes in performance, power consumption, or system behavior after installing recent Windows updates. A limited number of Dell devices that were temporarily prevented from receiving the July 2026 security update KB5101650 can now install this OOB update. This OOB update is only recommended for devices affected by this issue. If your device is not affected, no action is required.

    Note
    If you have turned on Get the latest updates as soon as they're available in Windows Update settings (Settings > Windows Update), you will automatically receive this OOB update. If the toggle is off on your device, you can install the update by going to Settings > Windows Update and selecting Download & Install. This OOB update is also available from the Microsoft Update Catalog.

Component updates​

Servicing stack update (SSU) Includes KB5120102 (Build 26100.8872), which improves the reliability of the Windows update installation process. To learn more about SSUs, see Simplifying on-premises deployment of servicing stack updates.

AI components Updated to version 1.2605.856.0 (Image Search, Content Extraction, Semantic Analysis, Settings Model).

So clearly KB5121767 did not fix whatever KB5101650 does to Windows for me. Once again that weird stutter / stall with browsers occurred and even more problems were introduced according to Event Viewer. No amount of disabling hardware acceleration, or HAGS, reinstalling various drivers fixed it. Microsoft has some explaining to do. I logged the temperature of the GPU, CPU and even clock speeds and during these stalls they remain stable and cool. I am very confused.

Downloaded the latest ISO for 25H2 with 26200.8037 build number and did a fresh wipe and install. Policy enabled to block updates from automatically downloading.

That error: "Device Disassociation (Unpairing) Failed." seems to point to an Bluetooth device. Do you use Bluetooth devices for connecting to the internet? If the connection is bad that can produce stutter in browsers.... Could be a Bluetooth driver issues. In that case it would not matter which build you are using. The source problem is still there.
Dit you look in Device manager if there are devices that have exclamation marks or are unknown? You may also need the option "Show hidden devices" turned on.

No exclamation for any bluetooth adapters. I do not use Bluetooth devices generally at all and definitely never for connecting to the internet.

I had the drivers installed directly from my motherboard's repository, and even tried updating all of the various drivers eg. Wifi, Ethernet, Chipset, BT during this issue on the slim chance it had anything to do with my firmware.

"Source Problem" in my opinion is Microsoft's update, because until KB5101650 and KB5121767 there is not a single "Error" reported in Event Viewer that is related to these event IDs and all browsers are fully operational. Something about these updates have significant back end changes that affect certain combinations of hardware, software, firmware and Microsoft has yet to acknowledge non-Dell PCs with issues.

OK. Then I have no clue what is wrong here.
So the "problem" was introduced with 26200.8875 and is continuing with 26200.8894, so with other words 26200.8737 and 26200.8655 had no problems. and you're not using a Dell PC..... Mhmm...... I for one know an issue was introduced with 8655; Strange behaviour with DISM /RestoreHealth that keeps on downloading with every run. MS made some changes to it's CBS-engine. MS is investigating this issue.....

Not sure what that deal with that "SCEP Certificate enrollment for Local system" issue. The error clearly states: "P-256 ECC public keys are not supported." If it is not supported so why try to install it in the first place?

I am not sure what kind of errors you encounter in the eventviewer. I have not much to go on without more information.

About that lagging issue; I don't think this is related to this issue but you can take a look at:
He points out some programs that deals with general lagging issues with Windows 11. Worth to take a look.

I have to go down another rabbit hole unfortunately. My other thread here 25H2 Browser Stall I have now updated that the current fresh install of build 26200.8037 still has issues with the browsers stalling, which points me to a different tangent that perhaps KB5101650 never introduced the issue to begin with.

What is really strange is that the browsers will intermittently freeze, but when I open task manager they do not say (Not Responding). In fact, simply clicking the task bar button for the program to minimize and re-maximize fixes the stall. I've ran 3 different GPU drivers with the same issue remaining. So I am wondering if the updates to Chrome and Firefox between July 14th and now have done something that doesn't dance well with NVIDIA.

However, 26200.8037 does not show Event Viewer error logs related to the Device Disassociation (Unpairing) Failed, nor the SCEP 87 error.
