It saw all my drives (apart from disconnected externals) and red lined two drives because they were approaching maximum capacity.
Have not checked to see how well this version clones but the earlier version cloned drives fast, smooth, and efficiently. That's over 20 drives and it detected them all in mere nanoseconds.

This is one of the few pieces of software I can safely say I am a big fan of using. It has paid for itself many times over despite living in a Loonie-Toon economy.

I use the free version, which fits my needs. With such a good free program, how do these guys make any revenue?

I think they are of the persuasion that if the product is reliable enough eventually people will buy a license. I bought a life time license after trying so many other "freebies" that left much to be desired. This one actually delivers. Worth every penny.

Is this possible with MiniTool Partition Wizard?

As you can see from attached screenshots I have two Recovery partitions. The active one is the 837 MB partition, while the inactive is a 529 MB partition highlighted in red which is just unused space. What I want to do is to extend C partition to inactive Recovery partition (529 MB).
The problem is 99 MB EFI system partition which is sandwiched in between.
I tried to extend C and take space from unused 529 MB partiton in MiniTool Partition Wizard 13.9. However, upon restart Partition Wizard throws an error indicating that disk configuration error occurred (attachment) and stopped execution.

You've hardly used any space on your C: partition, so adding 529MB won't make any difference.
Do this instead...

1. Delete the 529MB partition, which will give you 529MB of unallocated space.
2. Then just resize the 99MB EFI partition to include that 529MB of unallocated space.

Here's ten points for filling out your computer specs. You still need to add things like your drives, your power supply... etc.

You could also do this, if you absolutely must...

1. Delete the 529MB partition, which will give you 529MB of unallocated space.
2. MOVE the EFI partition all the way to the left.
3. Now the 529MB unallocated will be right beside your C: partition.
4. Now just resize the C: partition to include that 529MB.

But the first way is much easier, and like I said... 529MB is not enough to worry about when your C: partition has 367GB free space.

Google Gemini tells me that it will not work:

To expand the 99 MB EFI partition to absorb the 529 MB space to its left:

The EFI partition has to move its starting boundary (left edge) to the left.
Modifying the starting boundary of an active EFI System Partition requires unmounting it.
Windows locks the active EFI partition while running, forcing the operation into Pre-OS mode on reboot.
Upon rebooting, you will run into the exact same "disk configuration changed" safety error you saw before.

Summary

If it succeeds (via bootable USB): You get a 628 MB EFI partition, and your (C:) drive stays the exact same size.
If attempted in Windows: MiniTool/AOMEI will force a reboot and throw the same error because you are modifying the starting sector of the active bootloader.

Leaving the 529 MB as unallocated space remains the safest and cleanest setup for your drive.

You just be adding "space" to the starting sector... not modifying it.

I would give it a try and see what happens.

Step 2: Delete the Old EFI Partition

- Type diskpart and press Enter.

- Type select disk X (replace X with your main system disk number, usually 0).
- Type list volume or list partition to locate the old EFI partition (typically a small FAT32 partition around 100MB–500MB).
- Type select partition Y (replace Y with the partition number of the EFI partition).
- Type delete partition override to force-delete the protected EFI partition.

Step 3: Create and Format the New EFI Partition (I picked 628MB below because 529 + 99 = 628)

- Type create partition efi size=628 (you can increase this to size=400 or higher if you want to avoid future space constraints during major Windows updates).
- Type format fs=fat32 quick to format the new partition.
- Type assign letter=S (assigning a temporary drive letter, like S or Y).
- Type exit to close diskpart.

Step 4: Rebuild the BCD Boot Files

- Identify your main Windows installation drive letter. (Note: In the recovery environment, the C: drive letter might shift. You can check volumes using diskpart beforehand. Assuming your Windows folder is on C:\Windows, run the following command):
  
  bcdboot C:\Windows /s S: /f UEFI
  Use code with caution.
- Wait for the confirmation message: "Boot files successfully created."

should be doable with boot media.

Apparently minitool free version refuses to make boot media.

Aomei free version does make boot media the last time I looked.

if you shift the windows partition you would need to update the bcd store using bcdboot command.
