My Desktop setup runs Windows 11 - 21H2. I haven't had a lot of success with getting Sleep to work properly, so I'm doing it manually, which is fine (close all Apps, Lock, turn off monitor). Trouble is, during normal use e.g. web browser, the screen goes to sleep at random intervals. There is a an "Auto Off" setting for the monitor, which is set to OFF. The monitor is a Gigabyte 27" 165 hertz.

Is the computer sleeping or is it just a monitor issue?

Check that you have S3 Sleep capability [rather than S0 Modern standby, aka S0 Low Power Idle] by using this command
PowerCfg -a

Look in Event viewer to see Sleep transitions
A zipped Custom view definition for this is attached.
- Unzip it to extract its view definition file [which has an xml extension]
- Open Event viewer
- On the right-hand side, click on Import Custom view...
- Browse to and select the view definition file [xml] you've just unzipped, click on the Open button
- If you want to you can rename it in the view definition Properties dialog that now appears
- Click on OK
- You can now view the results by clicking on the entry within Custom views, on the left-hand side.
- - S3 Sleep & Hibernation can only be distinguished, in a computer that has both, by looking at the Details tab of the resume EventID 1 for Hiber* entries that are greater than 0; resuming from S3 Sleep would show Hiber* entries that have the value 0​

This replaced my Linux Notebook. I've used Windows since V2, tried various Linux distros but Windows continues to win for me.
Stable for 2.5 hours this morning until I plugged my phone in to charge. Has to be a power drain/sensitivity problem. I'll work up a better supply and see what happens.

I moved the printer to a different circuit but with no observible change. I tried changing various connections; ditto.

Finally I disconnected the USB-A to USB-B cable between the PC and Monitor, which appears to be the cause of the problem. Although the PC is not going into sleep mode, I think there must be some other interaction between the two devices. I've reconnected the cable and turned off the USB "save power" feature, which is working ok at the moment.

How is your monitor connected to the computer? By what kind of cable? I wonder if that has anything to do with it. You could try using a different cable connection. I ask because I have issues with my keyboard lights, which is plugged into a USB3 slot, blacking out when I do things like turn on a Bluetooth device. It sometimes happens when I plug in my USB-C external SSD. It's a little different problem, but both systems are on the fritz to an extent.

I'm using one of the rear USB-A ports out of the Mini-PC (USB 3.10), connecting to the monitor by its USB-B port. While troubleshooting I did try disconnecting the USB-B end, which solved the problem, so I reconnected it and disabled the power saving option of the USB Controller. I'm still not using Sleep mode, as that has a bunch of other issues.
As I indicated, I think it's something Windows might not be handling well. You might report it to the Windows Feeback Hub so they're aware of it after searching to see if others have this issue. If they do, upvote theirs and, just to be safe, submit one anyway.

I've noticed today that some things that I did today triggered a Monitor Standby: switched the port for the USB-A to Monitor connection to a different port, installed a powered USB hub.

To me that could be a voltage fluctuation effect? The mains electricity here in Peterborough has a reputation for being a bit variable. I have two UPS in place to protect my partner's PC and the Telstra modem but not my own. Still a watching game.

I was on the right track with voltage but not supplied voltage. I've had this PC for only a short time and set up in a different house than I was in three months ago, so a lot of things are different. What causes the problem is static electricity, which depending on my clothing, builds up in me and my chair then discharges to the desktop without me knowing unless I have stepped away then returned and felt a "snap". When it discharges to the desk, the monitor goes to standby.
I've tried another chair with different materials; no problem!
