Need advice-- can't remap pg-down??

Dell Inspiron 15 W11home --21H2 22000.739
For me the page down key (fn+down arrow) is awkward to use. So I d/l Powertoys and used Keyboard manager to map a key to it. It won't work because one of the limitations says fn keys cannot be remapped via powertoys.
Any ideas?
