First of all, I lack expertise is this stuff. But I have put together a new computer with Gigabyte Z590 UD motherboard, 32GB RAM, and Intel Core i7 10700 and a WD 2TB SSD as the only drive.
I am trying to install an OEM version of Windows 11. But it tells me I don't meet the requirements for Windows 11.

I formatted the SSD on another computer and the BIOS in the new computer recognizes it, but that's apparently not good enough for Win 11.

What should I do to get this installed?

Welcome to Eleven Forum.

On paper that seems to meet all the specs, but there may be some things that are turned off in the bios that prevent you installing windows 11. In particular it must be capable of Secure boot and TPM 2.0 must be enabled.

A default Windows 11 install requires both secure boot and TPM2.0 to be enabled for the install to proceed.
These options can normally be found in the BIOS (UEFI) accessed when the PC is first turned on or restarted by pressing DEL or F2 or similar, the motherboard manual should tell you the default key or it should display at startup with the message 'Press key to enter setup'.
The disk you install Windows to should ideally be blank, unallocated space, Windows will create the partitions it requires. If you have prepared the disk already it is possible it is initialised as MBR and not GPT as Windows 11 expects.

Good point. GPT is not just expected, it is a requirement.

The disc is GPT. TPM is enabled in BIOS, but it does not specify 2.0. Secure Boot is also enabled. Still, Win11 will not load.

No need to be sorry, you added a point I had missed. Anyway, two posts making the same points should reassure the OP that this should be solvable.

If you have any sort of Windows installed you could run WhyNotWin11 for a comprehensive list of what does (and does not) meet the requirements.

What if I disable the HDD on the other PC, install the SSD from the new build and try to install Win11 there? The old PC is already running Win11. Is that worth a try?
You are making it more difficult than it needs to be at that point. Just check the TPM. In your case, since you likely don't have a physical TPM, you simply need to enable the firmware TPM and Windows 11 should be happy.

Nothing is installed in the new build. It is clean.
WhyNotWin11 can run while booted from the install USB. At the 'Install now' screen press Shift+F10 to get a command prompt. You can run it from there. When I tested this just now I put a copy of WhyNotWin11.exe on my install usb before booting from it, it was available as the D: drive.

fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

I just looked up the documentation for your motherboard. I would suggest making sure that you are on the latest BIOS. First, one of the BIOS updates fixed what Gigabyte calls a major security vulnerability, and also, they tweaked some settings for better compatibility with Windows 11. The main change is that the firmware TPM (Intel PTT or Platform Trust Technology) is now enabled by default to meet Windows 11 requirements.

If you did not purchase a physical TPM for your motherboard, then make sure to disable TPM in the BIOS and enable the Intel PTT (that is the firmware TPM).

Okay, that makes sense. I'm not sure how the system will behave with a physical TPM 1.2 installed. It's possible that a physical TPM may block enabling of the firmware TPM. If you cannot seem to enable the firmware TPM (Intel PTT), then you may want to try physical removal of the older 1.2 TPM.

As a last resort, there are bypasses to allow Windows 11 to be installed with no TPM support whatsoever, but since you clearly have hardware capable of supporting Win 11, that would not be the route that I would suggest.
