Yep. The .NET Desktop Runtime is for Windows only, and it includes the .NET Runtime, which can be installed on other operating systems as well.

I think some program installers don't look to see what .NET version is installed and just ask to install the needed version. I say this because I have had programs ask and even though I clicked no the program installed and ran fine.

It should be available as an optional feature:

Or from an elevated command prompt, you can check using:
