New Outlook - first problem!

Sigurd, are you paying a subscription? If so, you should be getting Outlook from the Office Suite, which is now called Microsoft 365. So unless Microsoft has replaced Outlook from Office with the Outlook App, you are using the more feature rich version from the Office (Microsoft 365) suite (as in your screenshot)
Having said that, the whole name change is new to me.

Go to the Help Menu in the New Outlook and see if you can go back to the Classic from there...

Antspants - yes, I have a 5 PC subscription version to Microsoft 365. All the other things such as Word, Excel, Publisher, etc are as I expect. It's only Outlook that is the mystery one and I see the MS on some of its pages about it refers to it simply as Outlook (New) . I installed it via a page that called it Microsoft 365 and it certainly has some new features. They may be useful in a work environment but not really of much interest to me in a retired one.
Frankly I am getting used to it though must say I don't see much benefit and I suspect that when MS forces everyone on to it, a lot of people are going to get somewhat confused.

You need not install Outlook individually, It would come with your install of Microsoft 365
You may find out more by looking in add remove programs.

Anyway. This is how you setup rule's in Outlook, which is the problem you were having. Here are two processes. See if they work for you.

My version only shows Help, Support and Outlook Mobile. That confuses things even further!!

If you are clicking on the .exe file in the Microsoft Office\root folders and it’s asking you to setup an email address then it would mean that it isn’t configured, this may mean you aren’t using Outlook from Microsoft 365. You’re possibly using the app. That’s my opinion. (Although the screenshot would tell me differently)

What was a superb version of Calendar has been superceded by what can only be described as unfit for purpose.
All past and future dates no longer exist.....important when they concern medical info for example when old age and memory loss occurs.

Outlook has gotten completely out of hand. Isn't there a 365 Web version that is free to use if you have a Microsoft account? Which is different from the paid MS Office 365??

There seems to be, from my count, possibly 4 versions if you include the web application.

Outlook in Microsoft 365 (which contains it own “New Outlook” version)
Outlook in Office 2021 etc
Outlook App (The new Outlook)
Outlook on the web

They’re all apparently slightly, if not radically different.

I am trying to setup some of the rules rules I used to have - some to block specific spam and some to re-route emails to required folders. Also there use to be a means of setting level of automatic filtering emails to send most spam to Trash folder. I can't find either of these. Maybe I'm jumping the gun and need to look deeper but having tried the Help button and Googling what I find either doesn't work or instructions can no longer be found.

That table shows that "Inbox rules" are available in New Outlook.

Rules and Junk email options are both at Settings (cog icon near top right), Email.

Rules can also be accessed via the Move section of the ribbon.

Junk email options don't include levels, but do include Blocked Senders/domains and Safe Senders/mailing lists etc.

As one who is using Office 365, and using the Office Outlook app, that (Outlook icon) IS the correct location for the Office Outlook app, and the one that does open the "Office 365" Outlook app. And yes, I just clicked it to doublecheck.

I agree. The only Microsoft Office I have installed is Microsoft 365. The only Outlook I use is from Microsoft 365.

That all may be true, but if Sigurd is clicking on that .exe and it’s asking hime to setup an email account (which he has already done and is using) then it would indicate that he isn’t using that version.

If the OP is running Office 365 to include Outlook (and based on the .exe location they are), and "If" it is setup as they say, it would NOT be asking to setup when clicking the exe file in that location. Instead, it would simply open the Outlook app. That's fact.

Additionally, "that version" would not be there if the subscription files weren't installed. Now whether the suit is active or not is a different story. Perhaps the suit has expired?

The OP's image (post # 28) shows they are using the "free" online Office suite, NOT the subscription app as the paid (and active) Outlook app would not have those other Office apps located on the left side as his image shows.

My Outlook 365 app (paid and activated)...

@Sigurd. What do you click on to open Outlook? What can you tell us about the icon you click on, what does it show when you right click on the icon? Is there a ”Properties” or “Open Location”?

I seem to have a later version of this and mine doesn't show the "Try the new Outlook". And as my post above shows my icon says New. Question is whether it is intended for desktop or mobile. Oddly my Help shows the option Outlook mobile. Clicking on it shows
