@bblue99 Just the pedant in me coming out, but for future reference, any "movement" between versions of Windows is an upGRADE. The update(s) then occur/s within the same version of Windows

Please open C:\Windows\Logs\SetupDiag\SetupDiagResults.xml in Notepad, then copy and paste its contents into your reply. The SetupDiagResults.xml file should have been created automatically after the failed upgrade. Sometimes SetupDiagResults.xml identifies the exact problem, but sometimes it only narrows the failure down to a category, in which case you need to examine the underlying Windows Setup logs.

You don't need to upgrade to Windows 11 version 23H2 or 24H2 first. Upgrading directly from Windows 10 22H2 to Windows 11 25H2 should work without any workarounds; I've done it many times in a virtual machine.

If you want a Windows 11 25H2 ISO based on the latest build, 26200.9168, you need to select "Create Windows 11 Installation Media", not "Download Windows 11 Disk Image (ISO) for x64 devices", which is build 26200.8037.

I tested upgrading Windows 10 22H2, build 19045.3803 (December 12, 2023), to Windows 11 25H2, build 26200.9168 (August 11, 2026), in a virtual machine, and the upgrade completed without any issues.

He's not having BSODs or crashes I believe is why he's a bit confused over your advice. His issue is being unable to update his OS.
