I'm also pretty new to troubleshooting Windows networking, but the fact that it works for a few minutes after reboot and then breaks again really does make me think something like the VPN or its network filter is kicking in. I'd try disabling or uninstalling Kaspersky VPN first and see if the problem stays gone.

Me too. But disabling Kaspersky VPN did not fix the problem permanently.

Disabled but did not fix solution stability.

Back to a clean boot. If you can find a state when you don't have this problem, you've something to work from.

Having read through this thread, I'd have already saved all of my files/programs/documents etc and carried out a full PC reset with a fresh copy of Windows. You could also then if you wished, take the opportunity to set up your device to a European Digital Markets Act country (such as Ireland for native English speakers) or any other European country whose language you are familiar with, makes no difference, which will then give you the option of easily uninstalling Edge (for example!) without using any third party tools (which may or may not cause problems in themselves). I cannot praise the DMA enough, it's allowed me to strip out some MS stuff easily without breaking anything at all. It's great to have the choice. I've done this on both my desktop and laptop and both run cleanly with no problems.

At least then, Kaspersky will be completely gone (unless you decide to put it back on) and you can just use Windows Defender. I personally use BitDefender now with zero issues. And of course any other programs that may or may not have been a wise choice installation, will also be sanitized from your system.

I appreciate you probably won't won't to go to all of the effort, but you could be chasing your own backside for ever trying to sort it out.

Hence my comments about using disk imaging etc etc to avoid doing that- provided the problem occurred after a given image.
However I still don't know if that or SR are options here.
I have to assume not.

How long have you had this problem?
The problem started on July 7th 2026 after a Windows and BIOS update. The first symptom was an inability to get POP3 email in Outlook Classic. The second symptom was an inability to open widgets (which I never use). Meanwhile, SpeedTest, Bria VoIP softphone, and browsers (Firefox and Edge) had full internet connection.

Then, starting yesterday, I lost browser connections to some, not all, web sites. For example, the RoundCube web mail client on my kowalenko.ca domain server still worked.

This is a new system first connected on January 6th 2026.

Meanwhile, I was searching for pinpoint solutions and, as such, registered yesterday on this helpful forum. I spoke to several of my colleagues in the information technology industry, none of whom have ever experienced this set of problems. Some use Unix on the workstation and open Windows inside virtual machines if needed. Some use Apple computers, especially my photographer colleagues.

In 40 years using Windows computers since version 1.0 in 1986, this is the first time I have seen such a collection of problems. Of course, Windows 11 is a far cry from Windows 1.0, and the network landscape is orders of magnitude more complex. Sir Tim Berners-Lee at CERN was just starting to work on what would become the World Wide Web set of protocols.

As for a pinpoint solution... occasionally that's possible fairly quickly. Most often, not.

Now, back on the 7th of July, I think I would either have used a System Restore point to revert the update, else uninstalled it to see if that helped.

A key principle is always to try to have a means of reversion and recovery... which is why I've mentioned System Restore and disk imaging... to try to save the sort of pain you're going through now.
As you've not commented on either, I a have to presume you have neither available.

I don't expect you now have a suitable restore point, but you might try uninstalling the update.. probably

Mine is now 26200.8894.

So..given what you say, possible paths of action are:
- uninstall the last update (if that option is available to you)
or
- use an appropriate System Restore point (which you probably don't have now even if SR is enabled).

Logically the possibility that it's the update needs to be excluded.

Another option which would let you revert your build to an earlier state would be an in-place upgrade repair install.

Assuming it's some 3rd party interference, you would try a clean boot- nothing but time to lose.
However from what you've now said it sounds as if the update might be responsible somehow.

Account corruption check
Create a new user for test purposes. If all is well when logged in as that user, the issue rests with account configuration etc - and generalised repairs are not appropriate.

Therefore:
If you've not yet done that.. new user check.. start there, being the easiest to try.
You can delete the account afterwards.

Back in the 1960s when I started in this computer business, machines filled rooms and we used punched cards to load FORTRAN programs. This industry has had an interesting evolution and it's not over yet.

Meanwhile, my Dell Support person is also very helpful while understanding that I am looking for a pinpoint solution first. Also, I am curious as to why such a problem would have happened in the first place so this has become an intellectual journey through troubleshooting.

A summary of resolution paths in increasing order of impact and effort looks like the following. . .

1. Windows update 26200.8655 was installed on June 11th 2026. No further updates are available due to the connection problem. Note that the BIOS was updated on July 7th 2026 which is the day this problem started.

2. There is no System Restore point as that option was not enabled. It will be enabled after this is fixed.

3. Create and test a new user to determine whether this is an account problem.

4. Clean boot and spend the time enabling services.

5. Perform a Windows recovery: System > Recovery > Fix problems using Windows Update > Reinstall Now

6. Perform a new installation: Restart the system. When the Dell logo appears, press F12 repeatedly to open the One-Time Boot Menu. Select SupportAssist OS Recovery, then choose Reset. This will reinstall Windows while removing all data.

I think that omits at least

- clean boot, and if stable, enable more until problem recurs.
N.B. 3rd party startups will be disabled- services shouldn't be affected.
- if the new user test shows the same problem when logged in to the new account, then you can consider an in-place upgrade repair install
- uninstalling the update- if you can

have you tried connecting via WiFi instead of ethernet cable

have you restarted the router by powering it down then powering it back up
have you checked for router updates

just a couple of more things to check please.

also please check

you can also check the reliability monitor to check for recent errors.
control panel > security and maintenance > maintenance > reliability monitor

then check 'problem devices'
system tools > system information > components > problem devices

which should show any recent errors or events.
