Strange problem? I use a pin # to start up or access three PCs. All have different PINs. I have one PC (an HTPC) that is used for almost everything and is never turned off. Was testing a program involving accessing a remote USB storage device and needed to restart the PC. Normally when it boots up I have a nice looking background screen where it asks for the PIN #. But this time the screen was the stock plain old windows background and I got this message when I entered my PIN.
"Something happened and your PIN isn't available". I tried a password but that also said, "Incorrect user or Password". I checked my Microsoft account and all the other PCs are okay.

PC boots okay, but I can't get past the Windows 11 log in screen. When I try to use the "reset your Pin" option it pops up a note that says I need to get an app from the store for that. ?? Just wondering what I can do when I can't get past the log in screen. Do I need to log into one of the other PCs and download an "app" from the MS store and then how do I get to installed to a pretty much dead PC ?

I ask because if an extra user account was created, you might be trying to log into the wrong account.

If not, there are tutorials in the tutorial section of this forum.
You can reset your pin at the sign in screen: Option Two.

Normally I have 2 people listed on the above screen. Me and Admin. But I don't have any users listed since this problem started. The circled area in your screen shot is blank on my screen.

I'll have to take a picture with a camera as nothing on that screen works except the login fields and the bottom right "Off/Sleep/Restart" Icon. I gotta dig out a camera to get a screen shot. But the WinKey +I or "any" other attempt to open anything does nothing. I can go to ANOTHER computer and change the pin or pass easily. But that pin is specific to THAT PC right? The PIN I use on PC #2 and #3 are different than the pin on PC #1. Both your #1 and #2 fixes do nothing on the broken PC. (already tried them) but tried again anyway.

And you Restart In To Safe Mode then go to Advansetting s setting's the Then System Restore . try that hold On what you doing b4 it caused the problem .

Locked out! Windows 11 will not accept password login, but there is no option to enter Win Hello PIN instead
