Rufus Issues installing Windows: 11 macOS VenturaEdition: 23H2

Daughter loves macOS so I thought I'd install this on a spare laptop to test run it before I put it on her's. I've tried 2 different versions of rufus 3.20 and 3.21 with no luck. Anyone else having issues with rufus?
