"the NVidia driver didn't install at all. I had to manually right click, then select update driver. Even then, it didn't install the control panel until I connected to the internet."
The drivers have been updated frequently recently and you're better off going to Nvidia's site and searching for them manually or use Geforce Experience.
As for the Control Panel that now comes from the Microsoft Store,
