Second monitor cant get detected (I've tried almost everything)

Okay here is the issue.

My second monitor (connected via display port) is not detected when I turn on my PC, in order to get it detected, I have to plug in plug off its power cable multiple times while also disconnecting my TV from the hdmi port, and after maybe 5-7 times of reconnecting disconnecting my monitor power cable (while waiting around 60 second between each disconnection), the monitor finally gets detected. and when it gets detected there is no more issue, I can work fine with the monitor from ever disconnecting again until I turn off my monitor for another +2 hrs. My guess here is there is a software issue as opposed to anything wrong with a monitor (because when the monitor gets finally detected there is 0 other issue) but im not sure.
side note: monitor works just fine via a HDMI cable on a PS4
2: this issue started happeneing recently, previous on same windows 11, i had no issue. (nothing software or hardware was changed, beside the normal windows updates i assume)

Things I have tried:
renewing cables
clean installing the nvidia drivers
all the trouble shoot in device manager, display setting on win 11
and more

Has anyone seen this issue previously? Is there any hope on fixing this issue? because ive almost tried everything.

Could it be an intermittent faulty display port socket on the PC end or at monitor?

Welcome to the forum. That's a heck of a GPU you have there. Congrats. I'm not one of the resident members who excel in hardware but I've got a few questions.

From your description it sounds GPU/Power related. What is your PSU. Specs says the GPU requires 750w or above. Specs also say it requires 2 8 pin pcie power dongles. I don't know how the power is distributed within the gpu but try swapping the 2 power cables to see if the trouble moves to a different GPU port.
Have you tried another display port on GPU?

If the monitor has a removable power cable, try another one just to be on the safe side. Also try a different AC plug.

Do you have any problems with this monitor with the other monitor disconnected?

it could be, but i am not sure why would the monitor work perfectly fine after it finally gets detected.

I HAD a brand new MSI notebook and wanted to connect it to my main pc instructions were all too easy. main pc is on display, i connected HDMI to monitor and notebook. Nothing. I spent so long trying to get a connection I gave up and (with problems as well) sent it back, got refund.
