Secure system(the process)? Likely irrelevant. By your other comment I take it you mean the CPU is under heavy load. That in itself doesn't tell us much. What type of CPU do you have, what other hardware specs, what is the system being used for. What else is running etc.

Hi, it's me again. I've run a Malwarebytes scan, scannow, and chkdsk. They were all without problems. That is about the extent of my knowledge. Do I need to be concerned about this suspended process and roller coaster maximum frequency?

No Windows will manages it's processes as needed. If your hardware is low end or you are using your computer in any fashion the CPU will do work and you will see peaks and valleys.

I closed everything except the process monitor and waited for a few minutes. Then I recorded these max frequencies. Changing very fast.

Many processes run in the background as part of the operating system an even software components.

Try a Clean Boot. This will close all non essential apps running in the background, the closest to running in Safe Mode, while still running in Normal Mode.
If this works you can Keep it this way or if you want to know, add one or more services and startup items until the computer starts running slow. Then you will know the culprit.

You can also download DiskGenius and/or Crystal Disk Info, both available in my signature.
View the SMART Info. This tells us the overall health of your drive(s) If it is any less than GOOD, the drive needs to be replaced.

on the left of this task manager windows is 'start up' button
