Settings app not showing in System Components

Hi All,
here is something out of curiosity and not an urgent cry for help.
Why can I right click on my Settings icon and go into the settings of "Settings app - in system components ... but ...
when I open "settings" normally and go system > system components .. there are 4 components (e.g. Get Help, Store, etc.) but NOT an option for entering the settings of system components. ??? ... nor is the Settings" app listed there, as the other 4 are.
The reason I encountered this is that I always see a spinning blue circle when opening "Settings" app for a few seconds (not on my other machine)
and I wanted to fix it.
So, from right-click on Settings icon I can enter the system components settings and chose "Repair", etc.
But why is there no settings option when entering the exact same location - system components - ??

You can first start with running the Windows Troubleshooter

You can also run a Clean Boot. If this works, you can keep it this way. If you want to find out what is causing it, add one or more Service and or Startup item until the behavior returns, then you will know the culprit.

Or, if your system is in a language other than English, try switching Windows display language to English (Settings > Language).

assuming you created that settings icon by selecting settings in start Menu and then pinning it. Mine is the same action in either.
Probably unpin it and then pin it again. Probably changed in an update.
