Severe Downloading problems

I take the command prompt message as meaning that Winget is already installed and is the latest package ?? So, now what next?

You don't follow instructions don't you i asked you to uninstall Whatsapp and execute below command.

I've tried to uninstall Whatsapp already. Cannot find it on my PC ! Does not show up in Settings / apps or Revo Uninstaller program.
I'm giving up....so what's the best way to do an online Windows reinstall without losing my data - using the 7gb Windows image file or via Windows recovery options.
