I have just tried to play a game (Black mesa), and steam gave the error message saying that my steam library (drive D:: 2Tb is not accessible or corrupt).
After uninstalling steam and the library from my D: drive and reinstalling I am getting the same message after trying to re-download Black mesa with an additional message, not enough disk space.
The library on D: could only be removed in safe mode after trying all the steam suggestions it still will not download.
I have several apps installed on the D: drive and all work fine and I can read and write to the drive which has 1.6 Tb free.
I ran a disk scan and repair and no errors were reported.

Never heard of uninstalling via Safe Mode. I always uninstall via the Steam Client because of the DRM they use.

I did not uninstall anything in safe mode, I deleted the library file in safe mode Because it would not delete Normaly.

In terminal D: chkdsk /f
sfc /scannow
No errors
Windows scandisk reports no errors on drive D:
Installed and played Wolfenstein 2009(non-steam game) From Drive D:

Is that all you tried?? Steam actually advise a lot more than that ..
For instance see these guides on their support community

Judging by your problem description, I would particularly recommend trying "Clearing the Download Cache" and "Repair Library Folder". Both of these solutions can be found in the second link provided.
