Strange - Receive updates for other Microsoft products

After restart or shut down I see it doesn't stay checked and it appears to me in settings-Receive updates for other Microsoft products-this settings isnt available due to your organizations group policy
i use latest stable build 22631.4391

Confusing, Insiders is listed but RTM/Release to Market current is Version 23H2 Build 22631. Is the computer on a company Network? Is the User logged in with Administrative Rights, either Microsoft Account or Local Account? Are other Microsoft products or features installed such as Office, Office 365 or Microsoft 365 or maybe games?
