Solved Stuck on sign in on Dell laptop

I am new to Windows 11 and I somehow managed to lose my way in trying to set things up, so much so that I decided to do a systems restore. I followed a tutorial video to the letter, but afterwards it wouldn't sign in , when i click the sign in button it says to wait a moment and shows the circling dots but it never goes any further no matter how long i wait. I tried to get to Safe Mode but I guess I'm too stupid to make that happen. Is there someone who wouldn't mind trying to help me? The laptop is a Dell I just had a new hard drive put in along with Windows 11 by a reputable tech. The way I got into this mess was trying to fix a scrolling problem, that wont stop scrolling until it hits the bottom of what i am trying to use at the moment.
I'm not computer illiterate, but I am a senior (LOL)

Welcome to Eleven Forum.

If you can sign in to Safe Mode, you may find that it will have fixed your sign in problems when you restart and go back to normal mode.

To get to Safe Mode, on the sign in screen click the power button at the bottom right. Press and hold down the Shift key while you click on Restart.

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

No I was not able to get the scrolling problem fixed, the sign in problem prevents me from pursuing that problem. I only managed to check the "turn off the scroll on the unused tab" (or something like that.) but it didnt help.
Thank for viewing my post. i hope to be able to get to that problem when i can get signed in.

I am working on that., but i get as far as the clicking on 4 or F4 but it doesnt get me too safe mode. Trying to figure out what I am not doing to make it happen

To those that have viewed and offered solutions/suggestions. I am trying to check in often as i can. I have a very sick hubby that occupies a lot of my time, so if i am a bit slow in responding please be patient with me. Dell laptops generally have two functions for each of the function keys, the Fn key determines which is used. On my Dells the F4 key doubles up as muting the microphone. The primary function if you just press the key may be either, depending on a setting in the bios.

You may need to press the Fn key at the same time as F4 for it to behave as 'F4'.

As its new home has an existing digital licence for Pro I've been able to upgrade the migrated OS from Home to Pro.

OMG With great appreciation I now have my problem solved!!!!!
I did the step by step instructions received and when I got to the part about holding down the shift key, I held it down no matter what I didn't let go, it was like clinging to the edge of desperation (LOL) and then all of a sudden in a window pop up I saw a chance to do a system restore and grasping at hope I clicked System Restore, started the process and saw the restore point I made yesterday, clicked on that and started the restore. hit finish, held my breath and prayed to the computer Gods that it would be okay. Sure enough the Gods were listening and all is well in Marilyn Land
I am so happy that I found this group. One last ? before I'm off to take my kitty outdoors for her daily jaunt in the back yard. She's and indoor kitty and not allowed to go out with out adult supervision.
My question : is there a place to post general question about navigating this forum?
As an example Where do I find the LIKE button I am being prompted to use? And is there a button to show my problem has been solved? LOL i have a few more ? I would like to find answers to.

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

That is why i suggested you enable Administrator account, from here you can troubleshoot the problem as of WinRE you can even reset password to blank to login to your account.
