I couldn't figure it out either. I think the problems, have been exaggerated based on a basic dislike of syncing thing to the cloud.

Just had a romp through settings and I notice that OneDrive had reactivated itself automagically during the last set of updates. Grrrr.

I guess we should all maybe check...

That's why I uninstall it with Revo Uninstaller but even after unlinking and uninstalling someday you maybe surprised to see it reinstalled again after a repair or update.
