Taskbar can not open notifications, when I click nothing happens ?

Did you use Windows update to upgrade to Win 11? If you did you might have better luck upgrading with an ISO file. Use step 4 in this tutorial. Upgrade to Windows 11

I used windows update and windows download assistant both did the same thing ? earlier versions worked fine ?

Odd, I used Windows Update on two computers and the Control center works from the notification area and with Win-A shortcut.

Same here. I did an in-place upgrade via clicking on setup.exe in a downloaded .ISO and Control Center is accessible both ways.

I'm not sure exactly what you mean by Notifications so I could be wrong. On my computers if I don't have any notifications the only thing that shows is the calendar.
