If you try to upgrade from a Canary build to a Dev build, this is probably not possible. It doesn't have to do if the system is compliant or not. You must probably do a clean installation if you want the Dev build, otherwise stick with Canary. You can verify this with a Virtual Machine before attempting anything on your computer.

You can manually update like this.

Download iso that has been issued for this release, mount it as a drive and run setup.exe, selecting to keep everything.

Iso download must be same language as your primary installed language.

im trying to upgrade from build 23493 dev to build 23506 dev.
I've just used Windows Update to do the very same upgrade on my unsupported 'System Four' (see 'Other Info' in My Computers below).

At about 8% downloaded Windows Update will run the compatibility checks, which of course will fail.

After it has failed, replace C:\$windows.~BT\sources\appraiserres.dll with a zero byte sized file with the same name. Make one by making a New Text Document on your desktop and renaming it. Then click Retry in Windows Update, this time it will skip the checks and the download and install will run to completion.

fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

unsupported machine: Legacy bios, MBR, TPM 1.2, upgraded from W10 to W11 using W10/W11 hybrid install media workaround. In-place upgrade to 22H2 using ISO and a workaround. Feature Update to 23H2 by manually installing the Enablement Package. Also running Insider Beta, Dev, and Canary builds as a native boot .vhdx.

Yes, I would treat my computer as non-compliant, even if it was and replace the appraiserres.dll with an empty dummy. To avoid any secret online compatibility check I would also disconnect from the internet during the upgrade.
