And what is the real problem.
It sits there on a clean, completely wiped/formatted PC with nothing installed but just Windows Updates only.
There isn't rubbish on this PC but a "freshly" installed Windows 11.

And that error STILL happened.

Keep in mind this PC has nothing on it. It's literally wiped and formated compeltely sitting here just doing WIndows update.

As to some of the comments. This is why on a fresh install I unplug the network cable/s just as Windows is about to do its first boot after a fresh install. I make an image.
Manually installing the questionable updates is worth a try.

This is also what @Kari would stress in his tutorials as well. It's something I learned the hard way several years ago with one of hte the Windows 10 semi-yearly updates, and that I have been employing since - and since I do it all the time, I've forgotten that it is not 'normal' procedure.

When clean installing, kill your network connection (and if presented with a choice during install, uncheck the option to install updates during install). But killing the network connection just after key verification (if you need to enter a key) should be fine also.

I just skip the whole key entry so I can do installs with no internet connection from jump when I need to.

I checked the CBS.log for the very first time to check errors regarding this issue and did a little bit more research; discovering that it was the App Readiness service I had set to Disabled that shouldn't have been. Setting it back to Manual/Default fixed it. All updates/Cumulative update are install OK now.
Currently on the latest 23H2.
