Sounds like you might need to do another clean install, since that is what it took to get you out of the previous mess.

A couple of points to consider:

1. Make sure you're using an .ISO from Microsoft this time, just to be sure.
2. Make sure you don't do a whole lot of customizing, because
3. Make sure you make a full system image that you can restore easily so that you can stop worrying about clean installing when this update comes along.

Once you have the system image you can start worrying about the update that is causing you fits.

I'd grab Macrium Reflect Free and have it ready to install on your system after the clean install.

First of all, all caps is equivalent of yelling at people. I know you're upset, but yelling at someone trying to help does not accomplish anything.

Second of all, installing software is customizing. You just did a clean install so there is nothing really of value for you to lose - so do another one, install Macrium and make that system image that you can restore.

Then you can see about blocking that update until you know why it is breaking on your system.

Lucky I had already had a system restore point. Only one too — earlier today at 12 pm when I installed Maya. that was the only system restore point present, because as I said, it was already a clean install.
that got me back before the Windows automatically installed that update listed in the screenshot, which refused to install and broke the start menu and still even on a clean, untouched/customized OS.

None of the programs have anything to do with it, unless you considering licensed adobe, autodesk software and Steam itself to be malware. it's windows update breaking itself with this 'preview' updates or whatever. i don't have anymore time to worry about this bullshit. i have a more stable windows 10 build than a clean windows 11 will ever be at this point, its not giving me any reason to otherwise. i can use for programs that need windows, otherwise, as always, i will keep using my MAC, because rubbish problems like this and unstable OS updates is something I, as an artist with deadlines, do not need to deal with.

Not saying the programs have anything to do with it. I'm saying that making a system image right after install before you start installing anything is a good idea since this update keeps giving you havoc, so that you have a base ready to be restored in a lot less time than it would take to cleanly install all over again.

But do what's best for you. Have a good night.

I also agree that making a backup immediately after an install is a good practice.
Having said that, I don't believe I have ever waited longer than between 5 to 10min for an installation of windows. It's the initial setup after the install (pre software) that is a pain in my rear. (Settings etc)

    …still on a horse.
Yeah. I doubt it takes me more than 6 minutes with modern NVMe drives and the gobs of RM I have. But I've probably manually installed Windows now well over a thousand times, so it's like riding a bike - I ain't about to forget how to.

But that first image is critical because WU is probably already plotting to start downloading and installing that update out the gate, and having to install Windows over and over and over again grates on anyone's nerves, even mine.

KB5029351 is an update PREVIEW and was only released today. Already there are a couple of reports in the release channel feedback hub about it not installing. The update release notes indicate multiple fixes that affect the start menu. I think when it failed that it did not roll back cleanly which messed up the start menu.
My feeling about jumping on the bandwagon as soon as preview update hits is that it is not a good idea. I always wait until update Tues. because by then any problems with the update will have been reported. This particular update will automatically be released to the masses on Sept. 12.

I have had many updates fail and they have ALL been cumulatives. Others have reported the same thing while still others have no problem installing these updates at all. In my particular case I discovered Malwarebytes was my culprit so I have made it a policy to make a full backup image the day before update Tues. and disable Malwarebytes. None of the cumlatives have failed for me since I started doing this. Others have found their AV would cause their failure.

I agree with @johnlgalt. Possibly a flaky iso could have caused your particular update problem. I would download the official iso from MS and do another clean install. Install only one application, Macrium or another backup app of your choice. Create recovery media. Create a backup image.

Install your apps and get Windows set up to your liking. Create another backup image. Wait until the official release of the windows update and see what happens then.

That's exactly what I did following the last thread. where else would I have gotten an official iso from? Of course through Microsoft. Having this problem with a completely clean installation of Windows 11 shows that I can't be bothered to trust it anymore. I don't have time to reinstall Windows every week because of XYZ. I tried giving it chance, thrice, it failed, not for me.

I had the same update sitting in WU. Seeing this is a potential problem I turned off 'Get the latest updates as soon as they are available' then paused updates and then unpaused again. Leaves me with the option to remove it.

Just leave it off, that is the default option. You will receive the update at a later date once it has been tested in production.

Possible SSD failure, if those symptoms continue at a later time. It's best to check the SSD health, even if a defective SSD may show nothing of concern.
