Download Rufus 3.22 or later, directly from their parent web site. I doesn't have to install into Windows. It's a Stand Alone program.
Thousands of users have already done this, , , It's not Rocket Science.
I've found that things go easier if you'll put the ISO for Windows on your desktop, where you can easily point to it, in Rufus.

Windows Media Creation tool will let you generate the Windows 11 ISO file.

You can also do it with rufus

NO, you do not need a TPM. That's just more MS BS!
I've installed Win-11 on a 16 yr old PC, with a dual core CPU, and just 2GB of ram, and an OLD 80GB HD.

All you need to do is download and run Rufus 3.22 or later, to burn the Windows 11 ISO to a Flash Drive.
When you run Rufus, Fill in all the required blanks in Rufus, and when it gives you the Burn Options menu, select everything. Then your install, from the Flash Drive, should go quick and easy. I've done this at least 20 times now. I know this information is sketchy, so if you need a more detailed explanation, send me a PM. I'll be glad to assist you.

In answer to above questions.
You do not need an ISO from Microsoft. There are other sources of Windows ISO's that do not come with all the MS BS attached.
Get an ISO from a trusted source, like Genintopc(dot)com and save it to our desktop.
I have such ISO's from almost every month for the past year.*
* I also have ISO's for Windows XP, 7, 8.1, 10 and 11, all from the same source. They are all CLEAN, and easy to install.

Where did you get that version of Rufus? It's not like any of mine. On mine, there is no option to "Download" . Only to select an ISO that has already been downloaded. Is it because that's a "Portable" version?

PS:
I just downloaded the portable version of Rufus, 4.2.xxxx and I still don't see the option to "Download" . It's just not there!
All this is JFI, because I would never download any ISO from Microsoft. I just don't trust them.

I download all my ISO's, going all the way back to XP, from a trusted and proven source, and I safely put those ISO's away in a safe place, for future use.
My very first version of Windows was 3.11, (got it from a friend, on Floppy Disks) and I didn't get that from MS either.

For the record, I am running Windows 11 on a fully supported PC (system one), and Windows 11 Insider on an unsupported PC. With that....

Just FYI, but if this is your ONLY PC, and it's critical to you, and is not supported by Windows 11 Do not chance it!!!

Yes, it can be done, did it. And yes, it'll work, been there. However, as more and more updates get released, you may find that things that used to work may no longer work or malfunction, and especially if you're running Insiders.

I was running Windows 11 Insiders on my unsupported 2017 Lenovo notebook and at first all was well, but as I got more and more insider updates my notebook got slower and slower, and odd issues would arise like freezing apps. Reverted back to Windows 10. Zero issues.

I was running Windows 11 Insiders on my backup PC, and as of Monday, my NAS wouldn't connect where it was working flawlessly last week. Also got a weird issue where I could not open Disk Management - kept getting an error saying the action was blocked by my Admin.

Being I rarely check out what's happening with Insiders, I decided to move on from it and revert back to Windows 10 as I find I need that PC for other things. BTW...as said, I am running Windows 11 Pro on my main desktop, which is fully supported and no issues with my NAS.

I know people are going to report they have no issues, but are the running the same config and programs as you???

Yes, Windows 11 works with unsupported hardware, but for how long, and especially Insiders.

BTW, the ONLY reason the two PC I mentioned are unsupported, are due to CPU (i7-7700K. i7-7600U), NOT TPM. Both are fTPM 2.0.

Just something to be aware of.

Most of us run the final release version 22H2 without any issues. An Insider's version may have bugs, it's not the same as running the standard version. These bugs should be fixed before the new features are released on the standard version. It is far less risky compatibility-wise to run the standard version on unsupported computers. First make a full backup, or better a clone of your current system so you can restore it any time. Then upgrade to Windows 11. Don't hesitate, we are all here to help you if anything goes wrong.
