You only specified "ALL" so you could have missed something

I do encounter realtek USB network issues professional. But this issue doesn't sound like software then. Or do you have installed any 3rd party USB hub drivers? Or just what came with windows 11?
You can reinstall existing ones for USB Hub/Host controller using device manager, right click, update driver, browse my computer, let me pick..., Next.
Same drive will be installed again but with clean install.
Last resort, did you try this:
