Gosh, sounds like the port itself may be having problems. Check the outputs from the known good working "other" port against those for the problem port using NirSoft's USBdeview. My guess is that it will show some differences that are not supposed to occur (according to the specs, both are USB 3.1 and should support mouse, keyboard, and USB 2.0/3.0/31).

The use of USBDeview (a small utility that lists all USB devices that currently connected to your computer) is clearly written on the linked page!

You'll find the download link for that utility at the end of the page, please scroll down until you see:

For modern Windows systems always use the x64 version (if available).

You changed your answer in #3 after my answer in #4.
This and all that follows was not present when I wrote the answer:

Second is when i connected on the Flash drive in a working port

You should have written that in a new answer in stead of changing your original answer while adding all kinds of information.
Like it is now it looks like I wrote nonsense...:(

install DriverStoreExplorer, its on GitHub, use Scan Old Drivers & Force Delete all the old drivers in your system.
You can as well, delete old USB devices using other ports with the help of apps suggested by others.

Unless your port is damaged physically in some way after many uses, it`s usually a conflicting driver or power management issue over Usb. As well, make sure to test devices causing issue on other systems.
