The error is consistent about the VISLIB.DLL. I have followed the search return instructions. I have removed and reinstalled.

Try doing a repair of Office/Visio.

I just did. Crash or lockup keeps happening.
Whats interesting is the system reports this install as 32 bit. I cant seem to get the 64 bit version to install. It might not exist.
sfc /scannow and dism restore health all execute correctly.

the system reports this install as 32 bit. I cant seem to get the 64 bit version to install.

How to Fix the Issue

  • Check existing Office architecture: Open any Office app (like Word or Excel), go to File > Account, and click About Word to see if your core Office suite is 32-bit.
  • Uninstall current Office/Visio apps: Remove the 32-bit Microsoft Office or standalone Office products using Control Panel or the official Microsoft uninstall support tool. [1, 2, 3]

I removed all MS office products. Cleared %temps%. The ISOs only install 32bit. The Msoffice setup wont install due to not enough machine. $5,000.00 doorstop. This is so 'Cancel Cultured'.

The Msoffice setup wont install due to not enough machine.
Check your avalable drive space.

From what I've read, you should have 8 to 10 GB of free space for an Office 2016 install.

If you're low on space, run Disk Cleanup.

There could also be some remanents of the prior install still on your system.

That could cause issues as well.

Something isnt right. So I drill down and run the setup64.

The install does something but then there is nothing installed.
But then I look in start and Visio 2016 pro 64 bit is there... For now. The only thing I did different is not use the root folder setup.exe but one down in Office and the setup64.exe. So I have Visio back and now I have to get Word and Excel.
