I'm glad there is no "I Give up". There is No One Is Close. It was such a simple fix that I wouldn't even put it into my problem solving. Here's another clue. Video. This should be a dead giveaway if you looked into my build.

thats were you have got me because i dont have standalone GPU's only the GPU on the CPU
haven't had one for decades so addons and the such for them i have no clue about.

It was the Vertical mount!! It didn't come loose it just decided to crap the bed. I put the card in the upper 16 lain and I am up and running. Good Job!! ⭐⭐⭐⭐⭐ With all the symptom's I was having I would never at first think of that.
