What causes "SYSTEM: [DRIVER] \FileSystem\rdbss A file has been opened across the network"?

What is the "Redirected Drive Buffering SubSystem"?

I'm trying to debug a problem which involves a connection with a NAS and the "powerconfig -requests" response
Code:
SYSTEM:
[DRIVER] \FileSystem\rdbss
A file has been opened across the network.
SMB connections do not raise this condition.
SFTP does not raise this condition.
Mounting a VeraCrypt contain on the NAS does raise this condition as do other things, I'm sure.

Obviously it isn't just an open file that raises this condition. It apparently also involves the way the file is accessed.
So what does that message actually mean?

While I hadn't found that specific page you pointed to, I had found several references to that registry hack. And I must have something about the group policy alluded to (but not named) in the that page because I have that policy defined

However, that didn't fix the VeraCrypt problem I'm working on so now I want to try to understand what RDBSS is and how it works. That's probably beyond my pay grade, but I want to try anyway.

The problem I'm working on: VeraCrypt has an option to close and dismount its encrypted drives when Windows enters a low power state. That used to work for me, but it stopped working. That open file across the network stopped Windows from sleeping. With that group policy set, I think automatic sleep is now happening but VeraCrypt is not closing and dismounting the encrypted drive. I think Veracrypt is not being notified when the system is about to enter the low power state. (That's just a guess.)

I'm probably misunderstanding the problem and probably have little hope of understanding it unless I know a bit about RDBSS
