You can get it from UUP DUMP
Step-by-Step
Step-by-Step
- Open the UUP dump website and select the Windows version/build you want.
- Choose your language from the language list (for example, English (United States)).
- Select the desired edition (Home, Pro, Education, etc.) and click Next.
- In the download options, keep “Download and convert to ISO” selected and choose “Include updates”.
- Click Create download package and extract the downloaded ZIP file.
- Open the extracted folder and run:
- uup_download_windows.cmd on Windows.
- A Command Prompt window will open and automatically:
- Download the required files.
- Convert them into a Windows ISO.
- Save the ISO in the same folder when finished.
- When the script completes, press 0 to exit if prompted.

Select language for Windows 11, version 23H2 (22631.7652) amd64 on UUP dump. UUP dump lets you download Unified Update Platform files, like Windows Insider updates, directly from Windows Update.

Those file links (taken from MCT's older products.cab) are encrypted and ESD-compressed versions of the W11 23H2 ISO.
For someone to use them, the downloaded file must be decrypted using a tool like abbodi1406's ESD Decrypter to convert back to a normal ISO.
