I installed the previous NVIDIA release over the latest one (591.44) and I was able to get rid of the NVIDIA icon(s) from the tray and get back functionality of the NVIDIA control panel.
I am unsure what all this is doing in a Winaero update thread but here it is and I do have Winaero 164.1 installed.

Well, I restored that backup with the missing and broken NV CPL and it reappeared in the context menu and works. Also works from the tray menu.
I did reboot after installing the divers. Then it was broken. And made this backup. IDK IDC.

Winaero Tweaker 1.64.2

Here is a new version of Winaero Tweaker that changes behavior of the "Advanced Appearance > Window Borders" option, improves the "Aero Lite" theme, and adds the ability to apply the accent color to the Windows 11 Taskbar in light mode (something that is not possible with the Settings app).

Winaero Tweaker 1.64.2 - Key changes:

Colorize Taskbar
  • A new "Colorize taskbar" option has been added under the Windows 11 section. It allows the system accent color to be applied to the taskbar in light mode (previously only in dark mode). Users may need to adjust the accent color if taskbar text is hard to read.
Window Borders – Updated Behavior
  • The Advanced Appearance > Window Borders setting no longer applies changes immediately. Modifying the border size now requires signing out and back in. This change resolves previous issues where adjusting borders altered font sizes unexpectedly due to a deprecated API, particularly at non-standard DPI settings.
Aero Lite Improvements
  • The Appearance > Aero Lite option has been refined. Resetting to the default theme no longer leaves the Windows 11 taskbar colored by Aero Lite. Legacy Command Buttons have been replaced with standard buttons to maintain proper appearance. These updates also support the new "Colorize taskbar" functionality through added workarounds.

Changes
  • Added the ability to apply the accent color to the taskbar only, without applying it to the start menu and the notification center. Works on both Windows 11 and 10.
  • Added the ability to create a Battery Report with some extra options. You can save it to HTA, or to a custom destination using the GUI. It will open instantly.
  • Added the ability to add the "Restart to UEFI Firmware" context menu.
  • Added the Tools \ Shutdown/Restart/Hibernate page with extra shut down options. For example, you are restart to Advanced Startup Options directly from there.
  • Added the ability to create shortcuts for Advanced Startup Options and UEFI Firmware in the Shortcuts \ Shutdown shortcuts option.
  • Fixed a wrong "More info" link for the Add Windows Update menu to desktop page.
  • Refined the appearance of the Information page: The app version font is no longer tiny. The icons are no longer blurry.
  • Toolbar icons are no longer blurry.
