There are/were some other threads on the subject on here and, after waiting for a while, just had the itch to try...someone said that while the 23H2 iso wasn't available, if you let the 22H2 setup run all of its updates it would pull 23H2 and it did for me. Maybe you're right and they turned it off since Monday.
