TPM 2.0 is an additional security measure that strengthens security. Without it you rely on Windows Defender (or other third-party antivirus) and on Common Sense. The latter means you don't click everything you see on screen without reading it just to get rid of a pop-up window. That's exactly what hackers count on, that most will just click OK without reading giving them permission to install their backdoor or whatever else. As far as I know no software demands TPM 2.0 in order to function but they can use it if enabled.
On the rare occasion I have had with a popup showing in my browser, I don't click on anything. Not even the X to close it. I'll either go into Task Manager and close my browser or hold the Shift key while hitting restart.

The real test will be on a CPU without SSE4.2, such as the Intel Core 2 Duo of my test laptop (see 1st system specs). I will clone the current 23H2 installation on a spare SSD and then try to upgrade. If upgrading is not possible l, I will try to clean install 24H2. I will report any results and how I did it, if I succeed.
I expect you'll fail on all counts, but it will be interesting to hear how it pans out.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October through Windows Update by setting the Target Release Version for 24H2.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro (and all my Hyper-V VMs).

It will fail no matter how you install 24H2, including the use of DISM /Apply-Image from WinPE. Which doesn't even involve running Setup at all.
POPCNT is littered across enough kernel files to crash all boot attempts.

Don't jinx it! Using a hybrid USB flash drive will use an older Setup version that doesn't require SSE4.2 and doesn't check for it. A hybrid Windows 10/11 USB flash drive doesn't even check compatibility with Windows 11. So you CAN install Windows 11 24H2 on an unsupported system without SSE4.2 It remains to be seen if you can boot in that installation and use Windows. I will do it and post results.

Microsoft can easily make the kernel throw the "UNSUPPORTED_PROCESSOR" BSOD, if Microsoft wants to!

I can see a major-high chance of that, with the way things seem to be planned.

Just like they set the minimum system requirements for Windows 11 but didn't force them not to reduce their user base, I hope the PopCnt requirement in 24H2 isn't forced, just another obstacle to discourage installation on unsupported computers. Don't jinx it!

Based on a report, people with FX systems were banned from updating Windows 8.1! I really disagree with that kind of stance! Even though 10 is a lot like 8.1 under the hood.
I disagree with the forcing of 10 onto FX users, reportedly! I would understand if it was with a Ryzen, LOL. Or Kaby Lake, in Intel land.

But, I saw 10 loading the desktop slower than 8.1 on a system that had 8.1.

OTOH, I love the backwards-compatibility for DirectX 9 games that 10 and 11 have! So happy that I can play Halo CE 1.0.10 under 11.

Performance depends on the installed drivers and configuration. In Windows 8.1 Windows Update found less drivers than in 10/11. So we had to download and install the official drivers from manufacturer which improve performance and compatibility. Also the visual effects in 8.1 are less, disable all visual effects (transparency, fades, animations) in Windows 10/11 to improve performance. Also probably less applications and services run at startup in 8.1 Disable these in 10/11 to improve performance. I think Windows 11 has a little better resources management so it can actually be faster than 10 64-bit on the same system. That's why I try to upgrade as many unsupported computers as I can to Windows 11, to stay current and fast.

I get my drivers direct from AMD for my Ryzen systems and Radeon GPUs. I get my drivers directly from Intel for my Arc A770.

Using a hybrid USB flash drive will use an older Setup version that doesn't require SSE4.2 and doesn't check for it. A hybrid Windows 10/11 USB flash drive doesn't even check compatibility with Windows 11. So you CAN install Windows 11 24H2 on an unsupported system without SSE4.2 It remains to be seen if you can boot in that installation and use Windows. I will do it and post results.

so, what were your results of the "hybrid" win10/11 24h2 setup on your computer(s), spapakons?
did it succeed or fail? you said back then you were supposed to post your results but yet haven't done so

I haven't yet checked on my test laptop without SSE4.2 It is cloning the disk right now. I will probably try it tomorrow. I tried on an unsupported virtual machine on my main PC with SSE4.2 and it succeeded. I then tried it on my main PC but stuck on the Windows logo. After 3-4 forced restarts it finally loaded 23H2 with an error message that it failed. I will try again later.

If you read my post in this thread: Let's install Windows 11 on incompatible hardware you will see that I successfully upgraded my main PC (see 2nd system specs) to 24H2. This is not a surprise as my 3rd generation Intel Core-i7 CPU supports SSE4.2 However, I tried the same method (using a hybrid 23H2/24H2) on my test laptop without SSE4.2 (see my 1st system specs) and so far it hasn't given me a single warning message! It has reached 100% of the first stage and it is now restarting for the second stage. If I manage to upgrade my non-SSE4.2 laptop to 24H2 I will let you know and of course post screenshots to prove it! Fingers crossed...

I really wish you luck, I have three laptops of my own that don't have SSE4.2. But I fear you will fail. I've been there, the install will complete. It's just the final step, where it trys to boot to Windows for the first time, well, it just doesn't get there..... :(

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October through Windows Update by setting the Target Release Version for 24H2.

side note for anyone running windows 11 dual boot on an intel mac... you can check if it has sse4.2 via terminal:

As you said, it booted back in 23H2 with an error message that SafeOS boot stage failed or similar. I will think of something else to try. Hope dies last as they say.
