Does the windows 11 Memory Diagnostic Tool do some kind of partial reset? When I setup Windows 11 I did:

Code:
oobe\bypassnro

I did not want to add a Microsoft account. I ran the windows 11 Memory Diagnostic Tool. After my computer rebooted I entered my password like normal. Then windows wanted me to setup a microsoft account.

I have no idea what you mean by memory test.

The oobe\bypassnro method no longer works to use a local account during windows setup, but there is another method that still does work. If you have gone past that point and went ahead and setup with a Microsoft account, your user folders are now syncing to onedrive and are no longer located on your system drive. If it is your wish to not sync your files to onedrive, let me know and I will provide step by step instructions how to resolve this.
If so please provide a screenshot of This PC in file explorer.

Just for clarity, it's true that this may no longer work for some insider builds, but for 24H2 and release preview builds, oobe\bypassnro works just fine, so long as internet access is disabled.

I just tested this on 26100.4770 to confirm.

@hsehestedt Good to have you verify that method still works....as long as internet is disconnected. Thank you for correcting me. I was going on @Brink's tutorial which uses the start ms-cxh:localonly or start ms-cxh://setaddlocalonly commands to create local account. When he took the oobe\bypassnro method out of the tutorial, he also took out the step saying to disconnect the internet, too. It kinda makes sense why it's a more reasonable method since a user would be already connected to the internet at that point in setup.

This:

Using the Windows Memory Diagnostic Tool

The Windows Memory Diagnostic tool is a built-in feature available in the latest Windows 11 operating systems. It can conduct a RAM test to detect possible problems with your PC's memory.

Because chances are that you won’t need to use this tool frequently, it can be tricky to find. Here are multiple ways that you can access this tool on your PC:

  • In the Start menu’s search box, enter windows memory. The Windows Memory Diagnostic app will appear as the first result.
  • On your keyboard, select the Windows logo key + R to open the Run application function. Enter mdsched to open the Windows Memory Diagnostic app.
  • In the Settings menu, enter memory in the search box in the left panel. Select Diagnose your computer’s memory problems to access the Windows Memory Diagnostic app.

Windows Memory Diagnostic reboots into the EFI, and runs memtest. There are no permanent changes.

What it sounds like after exiting memtest, Windows rebooted into SCOOBE (Second Chance OOBE) and nags you into opening a MS Account to enjoy all sorts of wonderful online features. This can be disabled via Settings.
