I suggest:
Reset WU using
Reset Windows Update - ElevenForumTutorials
Do note that you'll see some red text if you watch its batch file running. That is not a sign of a problem. The batch file caters for many variations in Windows installations and the red text is generated when it refers to a file that you do not have.
Resetting WU might well fix everything for you.

KB5028185 CU - ElevenForum matters. There's a download link towards the bottom of that article. It was released on the 11th of July.
- KB5022404 is a 'Preview' update that will be replaced by a proper update on the 8th of August so don't lose any sleep over it.
- KB4023057 is a waste of time so don't worry about it [despite the comment above]. It'll install sometime when your problems are resolved. Some people deliberately prevent this update because they mistakenly believe it is a spying utility but they do not report any problems from its suppression. It gets re-issued once or twice a year.
- That Visual C++ update is hardly urgent but I think it's a very old one so I'm surprised that it is listed in this quite recent problem.

As you'll see in that thread & its links, there is hardly any consensus on the subject.
Even if Reset WU fixes the current problem, I suggest you run SFC.
SFC [Option 1] - ElevenForumTutorials
- If there are irreparable SFC errors then run the Dism comment described in the yellow-background area of Option 1
whilst connected to the internet. And then re-run SFC.
- If there are still irreparable errors then run the tutorial's Option 3 and post the results' extract here.
