This tweet implies it's only applied on Windows ARM64, as mass adoption of AI chips hasn't reached the consumer PC market. And it will take a while based on NPU costs, because those PC's have thin margins on selling HW.

It also says that vivetool can bypass the check... currently at least.

VIVETOOL, and how to use it...

By enabling or disabling certain 8 digit "ID numbers", you can turn Windows 11 features ON or OFF. In many cases, Vivetool is the "only" way to enable/disable certain features. Make sure you use 3rd party backup software, before you start "tweaking" Windows. ^^ These numbers don't seem to work...
