KB5011493 was released 4 days ago but there were other updates between KB4023057 and KB5011493 that you should have received. You can try pausing Windows updates, uninstalling KB5011493, and see if it fixes your problem.
  1. Select Start > Settings > Windows Update > Pause updates for 1 week (the update will be automatically reapplied after that time)
  2. Update history > Uninstall updates .
  3. Select the update you want to remove, then select Uninstall.
  4. Restart and see if it fixed your issue and report back.
I have not found any indication that this update breaks ease of access for anyone else so we would have to attempt to find out why it breaks it for you. Also, you did not complete the computer specs in your profile nor did you say if you upgraded to Windows 11 or clean installed and when. Please answer these questions so we can best assist you.

Those shortcuts look broken, to begin with.

Does [Winkey] + [+] work? (Win + Esc or [Win] + [-] will take you out if [Winkey] + [+] does work).

If not, then somehow your accessibility options made have gotten hosed. But it might be more than that.

from my own screenshot of your same location:

Screenshot 2022-03-12 131258.png

You can also see that my dates are different. That, coupled with the fact that you cleanly installed back in August, leads me to believe that you're still not running the final build, or else it was one of the beta builds updated to the final build.

I suggest that you try an in-place upgrade using the latest available from Microsoft. See this tutorial:

NOTE: You'll need to verify which version you currently have installed in order to use that same exact version to perform the in-place upgrade.

Alternatively, just grab the latest via the Media Creation Tool for Windows 11 and perform an upgrade.

HTH

This is working. But in Lock screen I can not click on the Ease of Access icon.

I have searched the web and no one else I can find is reporting that this update is causing problems. Before we continue, let me ask you this. Do you have ANY kind of 'special assistive' programs installed; ie programs to assist people with sight disabilities. If you do, there is a good chance that it is interfering with this update. If you use such a special program, report back. If you do NOT use any special program, continue as follows.

Now that the troublesome update is uninstalled you need to check the integrity of your windows installation. Do the following. Just sit back and wait for these commands to complete, but pay attention to the results at the end of each log:
1. open command prompt as administrator and type sfc /scannow
2. At the end of the SFC log, if SFC found and fixed any errors, restart computer and test Ease of Access again.
3. If SFC found errors but could NOT fix them, from command prompt as administrator type dism /online /cleanup-image /restorehealth (note the spaces in this command)
4. Restart computer and check ease of access again. If everything is working correctly, un-pause windows updates, and click 'check for updates'. The troublesome update will apply again.
5. Restart computer and hopefully everything works as expected.

If Ease of Access is broken again after this update is re-applied, I can offer only 2 solutions, a repair install or a clean install. While easier, a repair install will retain your personal files, programs, and settings. A repair install will probably fix your issue, but there is always a chance it won't if something on your system is interfering with this update. A clean install wipes everything and starts like brand new. The choice is up to you which way to proceed. You can always start with a repair install and then followup with a clean install if a repair doesn't work.

If you get to the point of a clean install, make sure to backup all your files. Good luck.
